Financial AssociateThe Cumberland County Finance Department is seeking a detail-oriented and motivated Financial Associate to join a team that plays a vital role in supporting the County's financial operations and services. This position performs moderately complex accounting work, including preparing, maintaining, examining, and analyzing financial and fiscal data to support accurate and timely financial reporting. Responsibilities may include various aspects of the bookkeeping cycle, such as billing, processing receipts and deposits, balancing accounts, and maintaining appropriate financial controls. The Financial Associate works closely with the Finance team to ensure financial activities are conducted in accordance with North Carolina General Statutes, applicable federal laws and regulations, and generally accepted accounting principles. If you are organized, analytical, and interested in making a meaningful contribution through sound financial practices, we encourage you to apply and become part of the Cumberland County team.Examples Of DutiesGreets visitors, answers incoming telephone calls, provides information in response to inquiries, and directs individuals to the appropriate person or department as neededSearches files, records, and computerized databases to obtain information and respond accurately to inquiriesCollects, verifies, and documents cash and checks received from various County departments; prepares manual receipts and deposit documentationReviews, sorts, and distributes incoming mail daily to the appropriate Finance sections and processes checks received through the mail for depositPrepares, verifies, and reconciles deposit slips and cash receipt forms to ensure the proper recording and allocation of fundsRecords daily cash and check deposits, including North Carolina Capital Management Trust transactions, and reconciles deposit activity to ensure accuracy and completenessCompiles, seals, documents, and maintains bank bags containing Finance deposits; verifies departmental bags are properly sealed and records deposit information for tracking purposesCoordinates the transportation of Finance and departmental bank bags to the Tax Department for delivery to the bank and verifies returned deposit slips for completeness and proper validationProcesses returned checks and distributes them to the appropriate department or collection agency; maintains subsidiary ledgers for accounts such as rent, bid deposits, and commissionsRecords investment principal and interest transactions in the appropriate financial systems and prepares monthly billings for County departments, including the Print Shop and ESDMinimum QualificationsGraduation from an accredited two-year technical college with course work in accounting or business and two (2) years of experience in accounts receivable, payroll, or accounts payable; or an equivalent combination of education and experience.Knowledge, Skills And AbilitiesKnowledge of laws, rules, regulations, policies, and practices applicable to assigned financial, accounting, and fiscal responsibilitiesKnowledge of payroll, employee benefits and leave practices, public bookkeeping procedures, and related financial processesKnowledge of accounting principles, practices, and procedures and their relationship to the overall accounting system within the assigned areaKnowledge of methods and procedures for maintaining accurate financial, accounting, fiscal, and related records and reportsSkills in using calculating and adding machines, computers, financial software, and other automated equipment necessary to maintain accounting and fiscal recordsSkills in performing accurate arithmetic computations with reasonable speed and attention to detailSkills in accurately preparing financial records, reports, forms, and related documentation and performing data entry with a high degree of accuracyAbilities to interpret and apply applicable policies, procedures, laws, and regulations to the maintenance of financial and accounting records and reportsAbilities to exercise sound judgment and discretion when handling accounting, financial, and other fiscal matters involving confidential or sensitive informationAbilities to establish and maintain effective working relationships with department heads, vendors, employees, and the general public and communicate effectively, both orally and in writingConditions Of Employment:A formal transcript will be required.
