Deputy Director and Program Manager of the Office of Science, Technology & Innovation

Position Overview The Program Manager I will support the executive functions of the Office of Science, Technology & Innovation (OSTI) and act as Deputy Director as needed. The Deputy Director assists in leadership, manages research projects, develops policy proposals, writes press releases, collaborates on initiatives, staffs committees, and supervises STEM Policy Fellows and interns. The role may be eligible for telework subject to management approval. Key Responsibilities Assist in leadership and provide key support for the executive functions of OSTI. Manage and implement research projects, policy analyses and reports, and programmatic functions. Develop, justify, and evaluate legislative proposals. Write articles and draft press releases related to OSTI activities and present and potential innovation opportunities. Collaborate with multiple partners, internal and external, to organize, plan, and execute special initiatives and events such as conferences, workshops, task force meetings, and pursuit of grant funding opportunities from external sources. Staff committees of, and manage the social media campaign for, the BSTI. Supervise the work of STEM Policy Fellows and interns. Qualifications Applicants who possess the following qualifications may receive management preference: Skill in collecting and analyzing data and information. Skill in program analysis and evaluation, including understanding and knowledge of research and development protocols; program development, implementation, and funding; entrepreneurship; federal and state policies vis‑à‑vis research, development and innovation; and the technology development, commercialization, and transfer process. Skill in communicating with and establishing and maintaining effective working relationships with program stakeholders, including agency personnel, public and private officials, and the public. Demonstrated experience leading policy and programmatic initiatives with significant political and/or stakeholder impact. Demonstrated experience directing and executing multiple and multifaceted research projects and programs using strong research, analytical, and writing skills. Management Preference will be given to candidates who possess: Working knowledge of U.S. Department of Defense (DoD) science, technology & innovation priorities, protocols, practices, and personnel is particularly valuable. Experience conducting research and analysis, writing reports, and presenting findings and recommendations. Advanced computer skills, including high proficiency with Microsoft Office Suite, and experience and facility with databases, online resources, spreadsheets, and statistical programs and analysis. Minimum Education and Experience Bachelor’s degree from an appropriately accredited institution and three (3) years of program experience related to areas in technology, science, manufacturing, business, economic development, engineering or related area; including one year of supervisory program experience; or an equivalent combination of training and experience. Salary and Benefits Recruitment range is $70,478 - $94,965. The position is full‑time (40 hours per week) with State Benefits, including health insurance and retirement. Telework may be available subject to management approval.
