Duties & Responsibilities

SUMMARY OF ESSENTIAL DUTIES AND RESPONSIBILITIES

Under the direction of the Assistant Vice President for Biopreparedness and Emergency Management within OBEM, the Director of Emergency Management Clinical Operations is responsible for supporting clinical operations capabilities into the healthcare system's comprehensive, all-hazards emergency management program.

General tasks and responsibilities will include, but are not limited to:

• Develop, implement, and maintain a systemwide clinical operations emergency management portfolio, including clinical annexes, playbooks, and protocols supporting all-hazards response.
• Support development of just-in-time clinical training content and deployment processes for emergent needs (e.g., PPE donning/doffing, ventilator/respiratory surge support roles, disaster triage).
• Partner with Training/Exercise leads to design and execute exercises that test clinical operations readiness (e.g., surge, evacuation, outbreak, mass casualty).
• Establish standardized clinical operations emergency templates (e.g., surge staffing, unit conversion plans, clinical triage tools, emergency documentation workflows).
• Lead multidisciplinary planning workgroups to strengthen readiness for high-impact events (e.g., large-scale evacuations, cyber downtime with clinical impact, oxygen disruption, heat emergencies, mass casualty incidents).
• Support bed capacity/management plans and monitoring (e.g., flexing med/surg, stepdown, ICU, etc) including systemwide patient load balancing strategy during emergencies, including triggers, decision support and communications workflows.
• Coordinate clinical emergency planning alignment with regulatory and accreditation requirements (e.g., Joint Commission Emergency Management/Environment of Care, CMS Emergency Preparedness CoPs, NYS DOH), in partnership with facility leadership.
• Support clinical operations emergency management for infectious disease incidents in close partnership with biopreparedness team, infection prevention & control, public health partners.
• Develop clinical continuity of operations (COOP) and critical services sustainment strategies for disruptions such as power/HVAC failure, water loss, supply chain disruption, IT downtime/cyber incidents, and facility damage.
• Coordinate with governmental partners to ensure the health system's clinical response plans integrate into citywide/regional response frameworks.
• Provide executive-level briefings and operational recommendations grounded in clinical risk assessment and system capacity.
• Serve as a core member of the Central Office Emergency Management incident response team, supporting systemwide response operations.
• Support activation and operations of command centers (system and facility), including integration of HICS/NIMS structures and clinical branch workflows.

Minimum Qualifications
1. Master's Degree from an accredited college or university in Human Resources, Education, Business Management, Social Work, Healthcare Administration, Psychology, Public Administration or a related discipline; and five (5) years of progressively responsible experience in planning, workforce development and training programs, healthcare or public health administration related to training, development and workforce analysis, three (3) years of which must have been in a managerial or supervisory capacity related to the organization, formulation, development and implementation of such plans and programs; or,
2. Bachelor's Degree from an accredited college or university in disciplines, as listed in 1 above; and Six (6) years of progressively responsible experience as described in 1 above, four (4) years of which must have been in a managerial or supervisory capacity related to the organization, formulation, development and implementation of such plans and programs.

Department Preferences

• Current, unrestricted clinical license in NYS (or applicable state) required (e.g., Registered Nurse (RN)).
• Professional emergency management and/or healthcare preparedness certifications preferred (e.g., CEM, CHEP, CBCP).
• 5 years of significant progressive experience in clinical operations leadership (e.g., nursing operations, patient flow, hospital operations) and demonstrated emergency preparedness/response involvement; system-level experience strongly preferred.
• Demonstrated expertise in hospital clinical operations and throughput concepts (ED/inpatient flow, bed management, discharge barriers, staffing models).
• Strong working knowledge of emergency management principles and healthcare regulatory requirements (Joint Commission EM/EOC, CMS EP CoPs; familiarity with OSHA/NFPA preferred).
• Ability to translate clinical risk into operational plans, triggers, and executable playbooks across multiple facilities.
• Proficiency with common productivity tools (Word, Excel, PowerPoint), virtual meeting platforms, and crisis communications/notification systems.
• Experience with hospital electronic medical records (e.g., Epic) and ability to partner on clinical downtime and continuity workflows.
• Strong facilitation and stakeholder management skills across clinical and non-clinical partners; excellent written and verbal communication.
• Demonstrated ability to manage complex projects across a large, matrixed organization, including timeline development, resource identification, and performance tracking.
• Completion of or willingness to complete emergency management training (e.g., FEMA IS-100/200/700/800; HICS) within a defined onboarding period.
