The primary purpose of this position is to serve as the Security Specialist for North American Aerospace Defense and United States Northern Command, Strategy, Policy and Plans Directorate Security Specialist responsible for monitoring and implementing established security management programs in a number of security disciplines. Responsibilities DUTY 1: Serves as the Directorate Personnel Security Program Specialist. DUTY 2: Serves as the Directorate Information Security Program Specialist. DUTY 3: Manages the Directorate's Physical Security Program. DUTY 4: Manages the Directorate's Security Education & Training Program. DUTY 5: Performs administrative support functions for the directorate security management program. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of a wide range of security concepts, principles, and practices to review, analyze, and resolve difficult and complex security problems; Knowledge of a broad range of security program relationships, and expertise in information, personnel, and physical security to effectively administer applicable security programs and/or coordinate with other specialized security program specialists; Knowledge of security classification methods, concepts, and eligibility requirements for access to classified or sensitive information for submitting and processing personnel security clearance/access request packages. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of common and specialized security methods, rules, regulations, and principles to provide technical work and assist security specialists in security administration and perform a wide variety of interrelated or nonstandard security assignments and resolve problems. Knowledge of procedures, forms, and information and confidentiality requirements related to sensitive personal information to request security investigations and submit to the appropriate government agency. Knowledge of what constitutes derogatory information, the supporting data required to complete adjudication determinations, and understanding of clearance adjudication processes and the information/criteria required. Knowledge of one or more automated databases associated with a specific security function to recognize, locate, and insert data/information; support office and security operations; and produce a variety of documents and reports. Ability to plan and organize work, follow instructions, and accomplish multiple ongoing projects; and ability to locate, assemble, and compose information for reports, inquiries, and limited technical correspondence. Ability to communicate effectively with a diverse group of individuals, using a high degree of tact and diplomacy. Knowledge of security program interrelationships to coordinate the objectives and plans of two or more specialized programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
