Job Details Location: Outpatient Services - Portland, OR 97216 Salary Range: $61,318.40 - $81,744.00 Overview Since 1896, Volunteers of America Oregon has been dedicated to meeting the needs of our community. Position Close Date July 11th, 2026 Job Summary The Clinical Supervisor provides oversight for the HOPE Program within Outpatient Services. The role leads clinical oversight and supervision for Substance Use Disorder (SUD), Mental Health, and Certified Alcohol and Drug Counselor (CADC) staff, ensuring high‑quality, ethical, trauma‑informed, client‑centered care in compliance with Oregon Administrative Rules (OARs), contractual requirements, accreditation standards, and professional best practices. Education & Experience Master’s degree in a QMHP‑qualifying field (e.g., social work, psychology, counseling, behavioral science, or related field). Alternatively, three years of full‑time, relevant clinical experience may substitute for the degree on a year‑for‑year basis. At least three years of progressively responsible clinical experience in mental health, substance use disorder, or related behavioral health settings, including experience providing clinical supervision or leadership. Experience applying DSM‑5 diagnostic frameworks and ASAM criteria for co‑occurring mental health/substance use disorders. Experience working with multidisciplinary teams and collaborating with community partners. Certificates, Licenses, and/or Registrations Certified Alcohol and Drug Counselor II (CADC II) credential, or higher‑level credential, required. Qualified Mental Health Professional (QHMP) credential, or higher‑level credential required. Certified Gambling Addiction Counselor II (CGAC II) preferred, or must be attained within six (6) months of hire. Essential Job Duties Provide clinical supervision to QHMPs, CADCs, interns, and multidisciplinary team members, ensuring ethical practice and credential development. Conduct individual and group supervision to support clinician development in diagnostic assessments, ASAM assessments, engagement strategies, treatment planning, and evidence‑based practices. Develop individualized supervision plans and offer strengths‑based feedback to support performance growth and credential attainment. Coordinate onboarding, training, and scheduling of new mental health staff and interns. Support the integration of trauma‑informed and person‑centered approaches. Monitor and evaluate clinical documentation, service delivery, and billing practices for compliance. Provide direct clinical services including assessments, group facilitation, and case consultation. Lead crisis response and provide real‑time supervision during emergencies. Facilitate reflective supervision and team case consultation. Train and supervise staff in the use of Feedback Informed Treatment (FIT). Collaborate with internal teams and external stakeholders to support integrated care. Support hiring, performance management, and retention efforts. Participate in program planning, evaluation, and continuous quality improvement initiatives. Track contract deliverables and outcome measures in Problem Gambling services. Represent the program in community and interagency meetings. Perform other job‑related duties as assigned. Knowledge, Skills & Abilities Knowledge of supervision models, clinical theories, and evidence‑based practices (EBPs) in mental health and co‑occurring disorder treatment. Knowledge of DSM‑5, screening tools, and treatment approaches, as well as SUD frameworks including ASAM. Knowledge of signs, symptoms, and diagnostic criteria for mental health and co‑occurring disorders. Knowledge of legal, ethical, and regulatory frameworks governing mental health and SUD counseling, including OAR standards, HIPAA, CFR 42 Part 2, and credentialing requirements. Knowledge of trauma‑informed care and social determinants of health. Knowledge of person‑centered and strength‑based planning approaches. Knowledge of documentation standards, audit‑readiness, and billing practices for mental health and SUD services. Skill in clinical evaluation, treatment planning, and care coordination for individuals with mental health disorders, SUD, or both. Skill in delivering and supervising evidence‑based interventions such as Motivational Interviewing and CBT. Skill in providing individualized supervision and professional mentorship. Skill in monitoring performance, conducting file audits, and using feedback mechanisms. Skill in facilitating cross‑disciplinary collaboration and external partnerships. Skill in conflict resolution and de‑escalation. Skill in facilitating reflective supervision, critical thinking, and ethical decision‑making. Skill in guiding, mentoring, and developing QHMP and CADC staff. Skill in providing clear, constructive feedback on clinical performance. Skill in collaborating with counselors, peers, leaders, and healthcare providers. Skill in conducting comprehensive mental health and SUD assessments. Skill in implementing trauma‑informed care principles. Ability to promote a positive and collaborative work environment. Ability to adjust supervision approaches based on supervisee experience. Ability to integrate Feedback Informed Treatment (FIT) principles into supervision. Ability to apply data and outcome measures to guide supervision. Ability to supervise integration of relevant EBPs into co‑occurring and SUD treatment. Ability to collaborate effectively with a multidisciplinary team and community agencies. Ability to balance clinical leadership and administrative responsibilities. Ability to represent VOA Oregon professionally in community and interagency settings. Other Eligibility Requirements Must complete a criminal history background check and receive authorization from the State of Oregon’s Background Check Unit. Must not be excluded from participation in federal healthcare programs. Must be legally authorized to work in the United States without sponsorship. If driving is required, the individual must have an active driver’s license, current insurance, reliable transportation, and meet VOA Oregon’s driver standards. Supervisory Responsibilities This position provides direct supervision to approximately 6–8 employees and is responsible for delivering consistent guidance, performance follow‑up, and clinical supervision to support staff development and ensure quality of care. Physical Demands & Work Environment The work environment is a professional office setting with standard office equipment. Occasional travel between program sites and community meetings is required. Noise level is low to moderate. Personnel must be prepared to manage client crises and emergencies. Position Type/Expected Hours of Work Full‑time position; Tuesday–Saturday.
