HOP Program Manager

Closes: September 30, 2026Job DescriptionLead Avista's Human and Organizational Performance strategy by partnering with leaders and frontline employees to strengthen operational learning, improve risk management, and prevent serious injuries and fatalities. Serve as the enterprise subject matter expert for HOP while coaching leaders, facilitating learning teams, influencing safety culture, and integrating human performance principles into daily operations HOP ResponsibilitiesLead the implementation and integration of HOP and energy-based safety principles across operations, safety programs, critical risk activities, and existing risk management frameworks. Coach leaders, frontline employees, safety professionals on practical HOP tools, energy-based safety concepts, critical control thinking, field application, and learning-focused behaviors. Partner with operations and safety leadership to embed HOP, energy-based safety, and continuous improvement practices into daily work planning, pre-job briefs, job observations, learning reviews, corrective action processes, and safety program improvements. Deliver HOP training, workshops, and field coaching that build trust, engagement, open reporting, and learning. Apply HOP principles to critical risk activities and SIF exposure by helping teams recognize error-likely situations, verify safeguards, and manage high-consequence energy sources Preferred QualificationsExperience implementing Human and Organizational Performance (HOP), Human Performance Improvement (HPI), Operational Learning, Safety Differently, Learning Teams, Just Culture, Operational Excellence, or equivalent systems-based approaches to safety and performance. Experience in utilities, energy, construction, or other high-energy environments. Experience identifying, assessing, and strengthening controls for high-energy hazards, including electrical, mechanical, pressure, thermal, and stored energy systems. Enterprise Safety Program Manager I RequirementsBachelor’s degree in occupational safety, environmental health and safety, industrial hygiene or related field required.Three (3) years progressively increasing responsibility in areas such as occupational safety, risk management, regulatory compliance, safety management systems, or other safety-related project/program management required.Effective and flexible written and verbal communication skills, including presentation and public speaking required.Project Management or Program Management experience preferred.Demonstrated skill in organizing resources and establishing priorities required.Understanding of utility operations preferred.Ability to establish goals and objectives.Ability to effectively plan work activities, schedules, priorities, and utilization of resources.Ability to use appropriate technology to organize, synthesize, and communicate data.Hiring Range: $88,336 to $114,838 Enterprise Safety Program Manager II RequirementsBachelor’s degree in occupational safety, environmental health and safety, industrial hygiene or related field required.Seven (7) years progressively increasing responsibility in areas such as occupational safety, risk management, regulatory compliance, safety management systems, or other safety-related project/program management required.Effective and flexible written and verbal communication skills, including presentation and public speaking required.Project Management or Program Management experience preferred.Demonstrated skill in organizing resources and establishing priorities required.Understanding of utility operations preferred.Ability to establish goals and objectives.Ability to effectively plan work activities, schedules, priorities, and utilization of resources.Ability to use appropriate technology to organize, synthesize, and communicate data.Comprehensive knowledge of budget principles, development, and administration.Other combinations of education and experience may be considered. Hiring Range: $100,378 to $131,496Hybrid work options are available for this role. The successful candidate will be required to work at our Spokane headquarters at least 3 days per week including Mondays and Tuesdays with additional day(s) determined by the manager.
