Seeking Project Manager – Workforce Development The Maine Council on Aging (MCOA) is seeking a 40-hour per week Project Manager to manage a two-year, grant‑funded project that involves the design, implementation and evaluation of coordinated strategies designed to grow, professionalize and financially stabilize Maine’s home care workforce. Project Overview The project has two broad goals – expanding the home care workforce and building intentional entry points from home care into healthcare jobs. Expanding the home care workforce is essential to shrinking Maine’s care gap, keeping older adults healthy at home, preventing avoidable hospitalizations and delayed discharges, and reducing the strain on the healthcare system. The project will position home care as an intentional entry point into healthcare careers, strengthening both the eldercare and healthcare workforce pipelines and creating a more stable, skilled workforce that has experience caring for older adults. Responsibilities This position will manage all aspects of this two‑year project, supporting partners who are leading certain aspects of the work, managing operational details, interacting with a robust coalition of stakeholders, and leading some pieces of the work directly. Specifically, in addition to project management, this position will focus on integrating the home care workforce into rural healthcare workforce development, planning and training efforts. The Project Manager will collaborate with healthcare leaders to develop and pilot supported entry models from home care positions into healthcare jobs. Required Qualifications At least 5 years of professional experience in workforce development A strong understanding of rural health systems, healthcare workforce initiatives, and federally funded programs Demonstrated success in project management and program development Strong interpersonal and relationship‑building skills Preferred Qualifications The ideal candidate should possess experience at the intersection of healthcare and workforce development strategy and have the skills needed to collaborate with partners and stakeholders, communicate effectively and transform strategic plans into action. The successful candidate will have experience in coordinating complex projects, successfully implementing programs, and solving complex issues to achieve desired results. They will also have strong written, oral and facilitation skills, be comfortable working independently and as part of a team, and be proficient with Zoom, Google, Teams, Word, Excel, and PowerPoint. Candidates with prior experience working on issues impacting older people will be prioritized. This is a full‑time, two‑year position that is grant‑funded. The position is a direct report to the Executive Director. While the employee will work remotely and have flexibility about when work is performed, regular in‑state travel to in‑person meetings is anticipated, so the person must live in Maine and have a valid driver’s license and use of a personal vehicle. Candidates must be available to start work in mid‑July. Salary range is $74,000–81,000 based on skills, experience, and education.
