Accounting Supervisor

NATURE OF WORK The fundamental reason this classification exists is to direct the financial management of a department. Major work responsibilities include managing accounts receivable and payable for the department, preparing financial and/or accounting reports, managing accounting records and data, establishing financial controls, assisting with a variety of financial management functions, and supervising two or more employees. The incumbent works under the supervision of the Controller. WORK RESPONSIBILITIES WR1. Manages accounts receivable and payable for the department using computer and word processing and spreadsheet software, reporting forms, and spreadsheets following generally accepted accounting principles, Governmental Accounting Standards Board (GASB) and Financial Accounting Standards Board (FASB), department policies, and federal and state regulations in order to maintain the integrity of monies collected and disbursed. WR2. Researches and prepares financial and/or accounting reports following generally accepted accounting principles, Governmental Accounting Standards Board (GASB) and Financial Accounting Standards Board (FASB) in order to comply with accounting standards and develop a paper trail in regards to accounting decisions and activities. WR3. Manages accounting records and data following generally accepted accounting principles, Governmental Accounting Standards Board (GASB) and Financial Accounting Standards Board (FASB) in order to comply with accounting standards and ensure that financial decisions are supported by appropriate documentation. WR4. Maintains financial controls throughout the department following generally accepted accounting principles, Governmental Accounting Standards Board (GASB) and Financial Accounting Standards Board (FASB), department policies, and federal and state regulations in order to ensure the integrity of the department’s financial management. WR5. Coordinates the design and implementation of automated (and manual accounting systems) to include writing and disseminating policies and procedures regarding financial controls, assisting in audits. WR6. Assists with a variety of financial management functions to include preparing and monitoring the budget, purchasing, inventory, and payroll following department policies and procedures in order to maintain balanced financial accounts within the department. WR7. Supervises two or more employees to include defining job duties, setting performance standards, evaluating performance, and recommending hiring, promotions, and disciplinary actions to the Controller in order to ensure the effective performance of employees, efficient departmental operations, and the consistent application of all policies and procedures. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of governmental accounting principles and practices to include financial reporting, grants, and general fixed assets as needed to analyze and interpret complex accounting data. Knowledge of accounting principles and practices such as generally accepted accounting principles (GAAP), Governmental Accounting Standards Board (GASB) guidelines, and Financial Accounting Standards Board (FASB) guidelines related to accounts receivable, accounts payable, payroll, property/inventory management, and budgeting as needed to analyze and interpret complex accounting data. Knowledge of auditing principles and practices including audit sampling, work papers, quality control, and reporting as needed to conduct periodic internal audits and prepare for and assist outside auditors during their evaluation of the agency. Knowledge of department operations to include policies and procedures, forms, and reporting structure as needed to analyze, develop and implement financial controls. Knowledge of the application of data processing techniques to the maintenance of accounting records as needed to ensure that documentation is recorded and easily accessible. Knowledge of computer applications related to financial reporting such as database, spreadsheet, and word processing as needed to develop reports and correspondence and provide information. Knowledge of accounting system software as needed to establish documentation of financial transactions and prepare reports. Ability to understand and organize a problem and then to select a mathematical method or formula to solve the problem as needed to prepare and interpret a variety of accounting statements and records and analyze and interpret complex accounting data. Ability to apply general rules to specific problems and to come up with logical answers as needed to examine and analyze financial records and prepare and interpret a variety of accounting statements and reports. Ability to listen to and understand information and ideas presented through spoken words and sentences as needed to follow instructions and gather the information needed to complete assignments. Ability to quickly make sense of information that seems to be without meaning or organization as needed to examine and analyze financial records. Ability to review, classify, categorize, prioritize, and/or analyze data as needed to examine and analyze financial records and prepare and interpret a variety of accounting statements and reports. Ability to establish and maintain cooperative working relationships with individuals to include vendors, employees, co-workers, and department heads as needed to coordinate financial administration. Ability to operate a personal computer as needed to maintain complex computerized accounting records. Ability to analyze complex problems and reports and reach sound conclusions as needed to audit financial accounts and find inconsistencies in financial data. Ability to conduct research and formulate substantive recommendations as needed to prepare reports. Ability to extract and summarize information from laws, ordinances, correspondence, etc. as needed to understand assignments and changes in policy and perform new procedures. Ability to include the proper amount of detail in documentation as needed to ensure that all necessary information is provided to reader. Ability to interpret and explain narrative information such as state and federal laws, rules and regulations, contractual agreements, legal documents, and departmental policy and procedure as needed to research accounting issues, explain information to others, and gain an understanding of procedures and laws. Ability to manage time and resources to include setting priorities for daily work, maintaining a calendar, and projecting needed resources as needed to meet critical deadlines and handle multiple tasks and projects. Ability to analyze and interpret financial information as needed to establish, monitor, and maintain financial accounts and transactions. Ability to trace and identify transactions in financial records as needed to find errors or discrepancies. Ability to verbally present information using appropriate tone, delivery style, volume, pace, and non-verbal gestures as needed to ensure the listener’s attention and understanding. Ability to perform difficult and complex accounting functions to include applying accounting principles and performing automated accounting transactions as needed to establish, monitor, and maintain grant accounts. Ability to manage time and projects for self and others. Ability to supervise employees to include scheduling and assigning work, establishing and applying standards for performance in a fair and impartial manner, distinguishing between effective and ineffective procedures and job performance, providing appropriate discipline, interpreting and implementing instructions by management, explaining or demonstrating work techniques, and sharing appropriate information as needed to accomplish the mission and goals of the department. MINIMUM QUALIFICATIONS Bachelor’s degree in accounting and five years of professional accounting or auditing experience, with two being at a senior level.
