Program Analyst

Job Summary This position is located in the D.C. Department of Corrections (DOC), Risk Management Services. The incumbent is responsible for performing analytical, investigative, compliance, and program coordination functions in support of DOC’s Risk Management operations. In addition, participates in managing Workers’ Compensation claims, Tort Liability investigations, Americans with Disabilities Act (ADA) compliance (Title II), and related operational risk initiatives. This position is located in the D.C. Department of Corrections (DOC), Risk Management Services. The incumbent in this role is responsible for performing analytical, investigative, compliance, and program coordination functions in support of DOC’s Risk Management operations. In addition, participates in managing Workers’ Compensation claims, Tort Liability investigations, Americans with Disabilities Act (ADA) compliance (Title II), and related operational risk initiatives. Duties And Responsibilities Performs analytical duties in support of DOC’s Workers’ Compensation, tort liability, ADA compliance functions and agency’s programs. Participates in the review, tracking, and preliminary evaluation of Workers’ Compensation claims by gathering documentation, reviewing injury reports, medical documentation, witness statements, and supporting materials for completeness and compliance with agency procedures. Investigates injuries involving employees, contractors, visitors and inmates, inmate incidents, safety concerns, and operational hazards. Analyzes routine claims data to identify basic patterns or trends related to lost time, modified duty, or recurring injury types. Identifies factual inconsistencies, verifies required documentation and conducts analytical and preliminary assessments to determine whether additional information is needed, summarizes findings, and prepares draft analyses for the supervisor. Performs routine operational inspections and documents safety observations, environmental concerns, or operational deficiencies that may relate to liability or accommodation requirements. Coordinates with employees, supervisors, Human Resources, medical providers, and the Office of Risk Management regarding claim documentation and follow-up requirements. Collects, organizes, and analyzes data to support evaluations of injury trends, claims activity, accommodation frequencies, and operational issues. Prepares charts, spreadsheets, reports, and briefing materials that contribute to program assessments and supervisory decision‑making. Qualifications And Education Specialized Experience: is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. LICENSES AND CERTIFICATIONS None. WORKING CONDITIONS/ENVIRONMENT Work is performed in an office setting which is adequately heated, lighted, and ventilated. Other Significant Facts Tour of Duty: Monday – Friday 8:00 a.m. to 4:00 p.m. Pay Plan, Series and Grade: CS-0343-11 Promotion Potential: Promotion Potential to CS-0343-12 Duration of Appointment: Career Service – Regular Appointment. Collective Bargaining Unit: This position is not covered under a collective bargaining agreement. Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to chapter 4 of the DC Personnel Regulations, Suitability-Security Sensitive . This position requires a background check and drug screening; therefore, you may be required to provide information about your criminal history and pass a drug screening in order to be appointed for this position. TB test will be required for the entry on duty. Emergency Designation: This position has been designated as an Emergency position under the provisions of District Personnel Manual Chapter 12. As such, individual(s) in this position may be required in emergency situations to perform crucial duties that are vital to the continuity of medical facilities, public safety, emergency services, and/or other crucial operations. Employees designated as an emergency employee based on the nature and circumstances of a particular declared emergency. An emergency employee who has been designated and activated will be called in to work, required to stay at work, or required to telework, if approved to do so, during the particular emergency situation. Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proof) to show District residency and failure to maintain bona-fide District residency for the seven-year (7) period will result in forfeiture of employment.
