Program Analyst
VETERANS HEALTH ADMINISTRATION
Summary The Program Analyst is located in the Surgical Service line of the Phoenix VA Health Care System (PVAHCS). In this position, you will analyze operational data and develop specialized information products, such as healthcare information solutions, decision support matrices, and business case analyses, to measure performance and guide surgical care operations and sub-specialties. - Reviews Clinic Utilization Statistical Summary data and provides guidance on methodologies for improving statistics.
- Reviews national reports and identifies actions necessary to improve quality of facility scores.
- Identifies data requirements for effective program evaluations; monitors program trends through analyses of statistical data; designs statistically valid data analyses techniques to evaluate programs.
- Conducts comparative studies of internal and external organizations in relation to PVAHCS (such as other VISN 22 facilities, other level 1A facilities, accrediting bodies, VHA oversight regulators, and local market healthcare organizations) and programs to ascertain relative levels of efficiency through performance metrics, quality of customer service being provided, and more efficient and cost-effective ways of conducting operations.
- Drafts, reviews, edits, and/or provides input to written materials, including program guidance, policies, procedures, informational/decision memoranda, premeeting background briefings, talking points for senior-level managers' meetings (from informal to national), speeches, testimony, and decision proposals/justifications.
- Designs, develops, and disseminates training materials, local standard operating procedure (SOP) manuals, develops and utilizes monitoring tools, and provides for the implementation of surgery initiatives through education, training, and independent analysis of data.
- Research problems that impact the quality and efficiency of surgery operations.
- Identifies and implements remedial actions to be taken.
- Ensures program requirements are met, and planned actions have been initiated and evaluated for effectiveness.
- Recommend and implement amendments to surgical services operations where necessary.
- The applications control critical applications, which are used primarily by all care lines/services, i.e., book ability reports, Office of Productivity and Efficiency (OPES) reports, VSSC encounters, appointments, and consult cubes, eligibility and enrollment reports, development and dissemination of Pyramid and Power-Bi reports, and a multitude of other software modules.
- Perform work involving the collection, compilation, and/or tracking of data and statistical information, as well as preparing and developing reports; this includes participation in developing "lean" processes within Surgical Service.
- Establish protocols for incoming data, creates internal databases, organizes written and computerized data, and retrieves data.
- Coordinate and monitor Ongoing Professional Practice Evaluations (OPPE) and Focused Professional Practice Evaluations (FPPE) for credentialed providers within Surgical Service.
- Assists leadership with daily administrative operations.
- Serves as backup timekeeper and is responsible for maintaining employee schedules in VATAS and timecard posting for designated T&Ls.
- Works with Payroll to ensure compliance with all timekeeping requirements; communicating errors and exceptions each pay period.
- Alerts supervisor of significant issues/problems such as overspending in accounts.
- Assists with maintaining fund control points (FCPs) including ordering, monitoring, receiving, and delivering supplies ordered to departmental staff.
- Ensures Purchase Card changes are reconciled timely as required by appliable policies and directives and notifies Fiscal via supervisor of any erroneous billing.
- Coordinates requests for equipment and supplies.
- Coordinates meetings, arranges for space, completes minutes, agendas, and other administrative record keeping details.
- Serves as Automated Data Processing Application Coordinator (ADPAC) for surgical department, responsible for submitting AIS requests, assisting with OIT requests, and troubleshooting Vista/CPRS access issues, and acts as PIV sponsor for surgical staff.
- Coordinates personnel management for the department, performing or overseeing the full range of human resources requirements.

- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Gathering, compiling, and analyzing qualitative and quantitative operational or healthcare data to prepare routine statistical reports and track performance metrics. Utilizing data management software, databases, or analytical dashboards to monitor workload trends and identify operational issues. Assisting in conducting administrative studies, workflow evaluations, or reviews of organizational procedures to recommend operational or process improvements. Drafting administrative documents, standard operating procedures (SOPs), meeting minutes, briefing materials, or policy memos for program leadership. Providing administrative program support, such as tracking master schedules, assisting with purchase card transactions/fund monitoring, or troubleshooting basic software/system access issues. OR,
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education in a related field leading to such a degree. OR,
- Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year or 18 semester hours may be used to qualify applicants for the GS-9 level.
