Clarke County Hospital, 800 S Fillmore St, Osceola, IA 50213, USA Employee Benefits Coordinates employee benefit program and consults with employees and vendors regarding eligibility for insurance options and benefits. Health insurance plans Dental insurance plan Life insurance coverage selections for basic and voluntary life Long term disability benefit Flex Spending plans Assist employees with benefit explanations, enrollment timelines, and procedures. Review and recommend viability of current benefits programs such as health, life, dental, long term disability, vision discount program, Flex Spending, IPERS, leaves of absence and Employee Assistance Program. Maintain electronic connections to vendors and update all records. Track individuals joining or leaving benefits for government reporting. Administer COBRA notifications and payments and update vendors. Manage and monitor ACA compliance related to employee benefit eligibility. Coordinate requests/responses for employee Family and Medical Leave and Leave of Absences and track time used. Communicate to employees and managers about time away. Assist employees with Iowa Public Employees’ Retirement System benefits. HR Operations and Payroll Serve as the primary processor for the hospital’s bi‑weekly payroll in accordance with Wage and Hour guidelines and train new employees on the electronic time‑keeping system. Maintain compliant employee, volunteer, student, and contracted personnel records and keep photo files of staff current on the hospital’s Intranet site. Support the annual review process by recording evaluations completed and merit calculations. Complete initial orientation and compliance records with incoming new hires, students, volunteers and contracted staff as required. Enter, receive, track and maintain updated electronic and paper personnel file records. Track up‑to‑date licensure and certification renewals such as BLS, ACLS, TNCC and professional certification. Assist in preparation and execution of market surveys and increases. Assist in unemployment claims; file, data, responses & hearings. Assist with preparation and dissemination of employee engagement survey information. Coordinate ongoing employee data changes and communicate regularly with the HR team. Compile data into reports used in HR operations and metrics. Assist in performance improvement projects related to Human Resources. Assist with training and development requests. Recruitment and Onboarding Cross‑train and be familiar with the duties of the Recruiting & Retention Coordinator to serve as backup. Basic Clarke County Hospital Performance Criteria Demonstrate Clarke County Hospital Standards of Behaviors and adhere to hospital policies, procedures and safety guidelines. Demonstrate ability to meet business needs of department with regular, reliable attendance. Maintain current licenses and/or certifications required for the position. Apply knowledge of HIPAA, DIA, DNV, OSHA and other federal/state regulatory agencies guiding healthcare. Complete all annual education and competency requirements within the calendar year. Be knowledgeable of compliance requirements for federally funded healthcare programs (e.g., Medicare and Medicaid) regarding fraud, waste and abuse; raise concerns and take appropriate action. Qualifications Education : Associates Degree in Human Resources or related field or equivalent work experience in Human Resources. Preferred: Bachelors Degree in related field. Experience : Preferred: Three or more years of experience in HR or similar regulated area. Work experience in CAH (Critical Access Hospital). License(s)/Certification(s) : Valid driver's license when driving any vehicle for work‑related reasons. Preferred: SPHR, PHR, CHRS, or SHRM certification. Knowledge/Skills/Abilities : High attention to detail, communication skills, computer and software knowledge, organization & time management, problem solving, Microsoft Excel knowledge, interpersonal skills. Preferred: Knowledge of FLSA, COBRA, ACA, EEOC, and OSHA regulations.
