Coordinate employee benefit program and consult with employees and vendors regarding eligibility for the following insurance options and benefits:
Health insurance plans
Dental insurance plan
Life insurance coverage selections for basic and voluntary life
Long term disability benefit
Flex Spending plans
Vision discount program
IPERS
Assist employees with explanations of benefits, instructing them on enrollment timelines and procedures.
Review and provide recommendations on the viability of current benefits programs.
Maintain electronic connections to vendors and update all records appropriately; track individuals moving in and out of each benefit for government reporting.
Administer COBRA notifications, payments and vendor updates.
Manage and monitor ACA compliance regarding employee benefit eligibility.
Coordinate requests/responses for employee Family and Medical Leave and Leave of Absences and track time used; communicate to employees and managers about time away.
Assist employees with Iowa Public Employees’ Retirement System benefits.
HR Operations and Payroll
Primary processor for hospital’s bi-weekly payroll in accordance with Wage and Hour guidelines; train new employees on the electronic timekeeping system.
Maintain compliant employee, volunteers, student, and contractor personnel records and keep staff photo files current on the hospital’s intranet site.
Support the annual review process by recording evaluations and merit calculations.
Complete initial orientation and compliance records for incoming hires, students, volunteers, and contractors.
Enter, receive, track, and maintain updated electronic and paper personnel files for all relevant certifications and renewals (BLS, ACLS, professional licensure, TNCC, etc.).
Assist with preparation and execution of market surveys and pay increases.
Assist in unemployment claims, file responses, and hearing coordination.
Assist with preparation and dissemination of information from employee engagement surveys.
Coordinate ongoing employee data changes and communicate regularly with the HR team.
Collect and compile data into reports used in HR operations and metrics.
Assist in performance improvement projects related to Human Resources.
Assist with training and development requests.
Recruitment and Onboarding
Cross-train and be familiar with the duties of the Recruiting & Retention Coordinator to serve as backup.
Basic Clarke County Hospital Performance Criteria
Demonstrate Clarke County Hospital standards of behavior and adhere to hospital policies, procedures, and safety guidelines.
Meet business needs of the department with regular, reliable attendance.
Maintain current licenses and/or certifications required for the position.
Practice and recognize knowledge of HIPAA, DIA, DNV, OSHA, and other federal/state regulatory agencies guiding healthcare.
Complete all annual education and competency requirements within the calendar year.
Be knowledgeable of hospital and department compliance requirements for federally funded healthcare programs (e.g., Medicare and Medicaid) regarding fraud, waste, and abuse, and bring any concerns to immediate attention of hospital administrative staff.
Qualifications
Education: Associate's Degree in Human Resources or related field or equivalent work experience in Human Resources.
Preferred: Bachelor's Degree in related field.
Experience: Desired: Three or more years of experience in HR or a similar regulated area. Work experience in CAH (Critical Access Hospital).
Licenses/Certifications: Valid driver's license when driving any vehicle for work‑related reasons.
Preferred: SPHR, PHR, CHRS, or SHRM certification.
Knowledge/Skills/Abilities: High attention to detail, communication skills, computer and software knowledge, organization & time management, problem solving, knowledge of Microsoft Excel, interpersonal skills.
Preferred: Knowledge of FLSA, COBRA, ACA, EEOC, and OSHA regulations.
Shift and Schedules: Monday-Friday; 8:00 am-4:30 pm; 40 hours per week - No holidays, no weekends.
