Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

Florida State Hospital (FSH) is a mental health treatment facility owned and operated by the State of Florida and is part of the Department of Children and Families. This is a highly responsible and professional position serving as the Health Information Specialist Supervisor – SES within Health Information Services. The ideal candidate will be a collaborative team player who works seamlessly across all sections within the program office. Specific Duties and Responsibilities include:

• This is professional work supervising and directing employees. The primary duty of the incumbent in this position is to spend the majority of their time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.).
• Provides direct supervision of the Health Information Services Staff in Civil Services and monitors all activities related to the maintenance of the resident’s medical records, ensuring compliance with appropriate policies and guidelines. Monitors medical record data in hospital database, including diagnoses, admissions, discharges, transfers, and resident movement.
• Reviews all the admission/commitment paperwork for civil residents, ensuring that all necessary documentation is received and entered correctly into the hospital database. Monitors and tracks all Baker Act (F.S. 394) commitments to ensure that proper scheduling of continued commitments occurs.
• Performs audits of Health Information Services, reviewing all deficiencies with relevant personnel.
• Ensures the proper coding of all resident deaths in the Hospital Database.

Knowledge, Skills and Abilities required for the position:

• Skills Including utilization of equipment, required for the position:
• Knowledge of the procedures for coding, indexing, classifying, and filing medical records.
• Ability to use the International Classification of Diseases and the Diagnostic Statistical Manual of Mental Disorders.
• Knowledge of mental health laws and Rules of Criminal Procedure.
• Ability to supervise others.
• Ability to determine work priorities, assign work, and ensure proper completion of assignments.
• Ability to establish and maintain effective working relationships with others.
• Ability to communicate effectively verbally and in writing.
• Ability to understand and apply applicable rules, regulations, policies, and procedures.

Minimum Qualifications:

• High School Diploma
• 4 years of Medical Records experience
• 1 year of timekeeping experience
