Job Summary:
The Administrative Lieutenant oversees and coordinates both the administrative and operational functions of the Department of Public Safety to support the efficient and effective delivery of services. Reporting to the Associate Director of Public Safety, this position assists with the day-to-day operations of the department while managing key administrative areas including human resources, budgeting, payroll, procurement, records management, and other support services.
The Administrative Lieutenant may oversee functional areas such as Patrol operations, Traffic, Uniformed Public Safety Officers, Fleet Management, Property and Evidence, Investigations, Special Events, Emergency Management, Communications, Training, Recruitment and Hiring, and Parking Services. This role supports departmental operations by coordinating administrative processes, assisting with personnel recruitment, training, and travel, and helping ensure compliance with applicable laws, policies, and procedures.
The position contributes to the department’s mission by supporting the supervision, training, and coordination of personnel while helping maintain a safe and secure environment for the University community.
Essential Functions:
• Assist the Associate Director of Public Safety in developing and implementing departmental policies, procedures, and operational practices to ensure efficient and effective department operations.
• Supervise and coordinate departmental activities, including patrol operations, traffic and safety enforcement, crime prevention initiatives, and special event security.
• Provide guidance and support to Public Safety Officers during non-routine incidents, investigations, and operational challenges.
• Participate in the recruitment, hiring, onboarding, and termination processes, including preparation and maintenance of personnel documentation, evaluations, and related records.
• Oversee and maintain departmental training programs, including scheduling mandatory certifications, coordinating internal and external training opportunities, maintaining training records, managing training facilities and equipment, and monitoring training outcomes and budgets.
• Assist in the development, administration, and monitoring of departmental budgets, including oversight of contracts, requisitions, supplies, and equipment procurement and distribution.
• Analyze administrative and operational processes and recommend improvements to enhance efficiency, compliance, and service delivery.
• Maintain departmental records, files, and databases related to personnel actions, payroll submissions, and other administrative functions while ensuring confidentiality.
• Coordinate travel and logistics for training and other departmental activities.
• Represent the Department of Public Safety at University meetings and community engagements to promote public safety initiatives and maintain positive relationships with campus and external partners.
• Maintain effective working relationships with University departments and external public safety agencies.
• Prepare and review clear, accurate, and comprehensive reports and documentation.
• Serve as an on-call administrator and respond to University communications when required.
• Assist with special events, emergency response activities, and other operational needs as assigned, including performing dispatcher or other departmental duties when necessary.
• Perform other related duties as assigned.
Minimum Education and Experience:
• Minimum of two (2) years of progressively responsible experience in law enforcement and/or security, including a minimum of one (1) year of supervisory experience at the rank of Sergeant or above.
• Bachelor’s Degree from an accredited college or university in criminology, law enforcement, business administration, public administration, environmental health and safety, or a related field preferred. A combination of relevant education, credit hours, and experience may be considered.
• Must have or be eligible to obtain certification in the State of Missouri as a Police Officer under POST standards.
Other Required Skills & Abilities:
• Must be at least 21 years of age, a U.S. citizen or legal resident, free of felony convictions, and free of chemical dependency.
• Excellent written and verbal communication skills with strong organizational abilities and the capacity to meet deadlines.
• Proficiency in computer applications including Microsoft Office (Word, Excel, PowerPoint, and Outlook) and the ability to type a minimum of 25 words per minute.
• Demonstrated leadership, accountability, teamwork, and the ability to work effectively in a fast-paced, team-oriented, and culturally diverse environment.
• Strong interpersonal skills with the ability to respond effectively to the needs of students, parents, staff, and the public while maintaining professionalism and patience.
• Ability to establish and maintain effective working relationships with University departments and external public safety agencies.
• Ability to maintain confidentiality and prepare clear, accurate, and comprehensive reports.
• Ability to learn and properly operate assigned equipment and provide clear direction during emergencies or critical incidents.
• Ability to work rotating shifts including nights, evenings, weekends, holidays, and overtime, and to report for duty during emergencies or University closures.
• Ability to work in varying environmental conditions, including exposure to weather, noise, traffic hazards, and other operational risks associated with public safety work.
• Must maintain a reliable personal telephone contact number.

Physical Requirements:
• Ability to maintain focus and situational awareness during routine duties and emergency situations while managing multiple priorities and tasks.
• Ability to exercise sound judgment, critical thinking, and emotional control in stressful or high-pressure environments.
• Ability to communicate effectively in English, both verbally and in writing, and prepare clear and accurate reports.
• Ability to recall and interpret details related to incidents, investigations, and interactions.
• Ability to demonstrate leadership, professionalism, and appropriate decision-making, including the responsible and justified use of force when necessary.
• Physical ability to stand, sit, walk, or patrol for extended periods during 8–12 hour shifts and travel throughout campus on foot or by vehicle.
• Ability to run when necessary and lift or carry up to 50 pounds, with frequent lifting or carrying of objects up to 25 pounds.
• Dexterity and coordination necessary to operate firearms, protective equipment (including baton, OC spray, TASER, and handcuffs), communications equipment, computers, and other assigned public safety equipment.
• Ability to operate a motor vehicle or golf cart and maintain visual and hearing acuity necessary for public safety duties.
• Ability to provide emergency first aid, including CPR and use of an Automated External Defibrillator (AED), with training and certification provided by the University.
• Ability to perform duties in varying environmental conditions, including exposure to weather, noise, and other operational hazards associated with public safety work.
Working Conditions and Environment:
• Able to work Monday through Friday, some nights, some evenings, weekend, holidays, and after hours’ work is required. May be required to report for duty at any time, including during states of emergency and university closings.
• Must also be available for on call emergencies. A university cell phone will be provided.
• Work in various environments including adverse outdoor conditions such as cold, rain, heat or snow.
• While this position is an essential position and is typically required to come to campus even during reduced campus operations, the incumbent will need to be able to work and attend virtual meetings remotely if necessary. A laptop will be provided.
