POSITION PURPOSE:

Directs the daily operation of the facility.

EDUCATIONAL REQUIREMENTS:

Bachelor's degree or equivalent experience required. Master's in healthcare administration preferred.

EXPERIENCE REQUIRED:

Three to five years of management experience with one year of long-term or sub-acute care experience required.

PROFESSIONAL LICENSURE AND CERTIFICATION REQUIRED: Current Massachusetts Nursing Home Administrator license. Responsible for re-licensure per Federal and State regulations.

INTERPERSONAL RELATIONSHIPS:

Communicates effectively with residents, families, visitors, co-workers, physicians, and other employees.

PHYSICAL REQUIREMENTS:

Physical health sufficient to meet the ergonomic standards and demands of the position and its location.

SUPERVISORY RESPONSIBILITIES:

All employees of the facility.

REPORTING RELATIONSHIPS:

Reports to Alliance HMS, Director of Operations. Actual position will be: Bethany Health Care Center, 97 Bethaney Road, Framingham, MA 01702.

ADMINISTRATIVE FUNCTIONS

• Responsible to plan, develop, organize, implement, evaluate, and direct the facility's programs and activities.

• Responsible for the optimal health and welfare of residents through program development and coordination of services.
• Develops and maintains written policies and procedures that govern the operation of the facility.
• Develops and maintains written job descriptions and performance evaluations for each staff position.
• Assists department directors in the development and use of departmental policies and procedures and establish a rapport in and between departments so that each can see the importance of teamwork.
• Interprets the facility's policies and procedures to employees, residents, family members, visitors, government agencies, etc., as necessary.
• Reviews the facility's policies and procedures periodically, at least annually, and make changes as necessary to assure continued compliance with current regulations.
• Assures that all employees, residents, visitors, and the general public follow established policies and procedures.
• Creates and maintains an atmosphere of warmth, personal interest, and positive emphasis, as well as a calm environment throughout the facility.
• Represents the facility in dealings with outside agencies, including governmental agencies and third-party payers.
• Maintains a liaison with families and residents.
• Reviews and develops a plan of correction for deficiencies noted during survey inspections if not deficiency free.
• Reviews and develops an action plan for areas of concern noted in customer satisfaction surveys.
• Makes routine inspections of the facility to assure that established policies and procedures are being implemented and followed.

• Reviews the facility's policies and procedures periodically, at least annually, and make changes as necessary to assure continued compliance with current regulations.

• Assumes responsibility/accountability for public relations, marketing programs, and community events.
• Ensures all required records, reports, and other material are complete, and available within the facility and are in compliance with all licensing regulations.
• Delegates administrative duties to the Director of Nurses when the Executive Director must be absent from the facility.
• Authorizes the purchase of major equipment/supplies in accordance with established purchasing policies and procedures.
• Assures that the facility is maintained in a clean and safe manner for resident comfort and convenience by assuring that necessary equipment and supplies are maintained to perform such duties/services.
• Reviews and interprets financial statements and provides a variance report to the Alliance Director of Operations, Alliance, Chief Finance Officer and the Alliance, Chief Operations Officer as required.
• Prepares an annual operating budget for approval by the corporate office and allocate the resources to carry out programs and activities of the facility.
• Assures that adequate financial records and cost reports are submitted to authorized government agencies as required by current regulations

PERSONNEL FUNCTIONS

• Assists in the recruitment and selection of competent department directors, supervisors, consultants, and other personnel.
• Consults the department directors concerning the operation of their departments to assist in eliminating/correcting problem areas, and/or improvement of services.
• Reviews and checks competence of work force and make necessary adjustments/corrections as required.
• Assures that an adequate number of appropriately trained professional and auxiliary personnel are on duty at all times to meet the needs of the residents.
• Counsels/disciplines/terminates personnel as may become necessary and provides appropriate documentation.
• Ensures that discipline action is administered fairly and without regard to race, color, creed, national origin, age, sex, religion, handicap, or marital status.
• Reviews complaints and grievances made or filed by employees.
• Assures that appropriate identification documents are presented prior to the employment of personnel and that appropriate documentation is filed in the employee's personnel record in accordance with current regulations mandating such documentation.
• Schedules and participates in management team and departmental meetings.
• Delegates administrative authority, responsibility, and accountability to other staff personnel as deemed necessary to perform their assigned duties.

• Develops, implements, and maintains an effective orientation program that orients all new employees to the facility, its policies and procedures, and to his/her job position and duties.
• Assists department heads in the planning, conducting, and scheduling of in-service training classes, and on-the-job training to assure that current material and programs are continuously provided.
• Meets with department heads on a regularly scheduled basis, and conducts/participates in in-service classes and supervisory level training programs.
• Attends and participates in workshops, seminars, etc., to keep abreast of current changes in the long-term care field, as well as to maintain a professional status.
• Completes all mandatory in-services.

• Assures that all facility personnel, residents, visitors, etc., follow established safety regulations, to include fire protection/prevention, smoking regulations, infection control, etc.
• Assures that the building and grounds are maintained in good repair.
• Reviews accident/incident reports and maintains an effective accident prevention program.
• Assures that all personnel attend and participate in a Hazardous Communication and Infection Control training program and meet employee health requirements.

RESIDENT RIGHTS

• Maintains confidentiality of all pertinent resident care information.

• Knowledge of facility and state mandatory reporting practices regarding any suspected cases of abuse, mistreatment, or neglect.
• Treats all residents fairly, and with kindness,

dignity, and respect.

• Assures that the resident's rights to fair and equitable treatment, self-determination, individuality, privacy, property and civil rights, including the right to voice complaints, are well established and maintained at all times.
• Reviews resident complaints and grievances and makes written reports of action taken.
• Assists in establishing and implementing Resident Council meetings in conjunction with the Activities Department which allow residents to verbalize complaints and keep them aware of operational activity.
• Ensures that all employees are trained on orientation regarding resident rights, reporting mechanisms regarding abuse, mistreatment, or neglect and that employees attend yearly in servicing regarding related topics.
• All other duties deemed necessary by the Alliance Director of Operations Officer.
• Services on various committees of the facility (i.e., Infection Control, Performance Improvement, Policy Advisory, Budget, Pharmacy, etc.) and evaluates and implements recommendations from the facility's committees.
