The Center for Victims of Torture works toward a future in which torture ceases to exist and its victims have hope for a new life. We are an international nonprofit dedicated to healing survivors of torture. We offer rehabilitation services to those who have been tortured, train partners around the world who can prevent and treat torture, and advocate for human rights and an end to torture. We are headquartered in Minnesota, and we have US offices in Georgia and DC, as well as offices in Africa, the Middle East, and Mexico.

The Center for Victims of Torture is hiring a Deputy Director of Global Clinical Services to provide operational leadership to translate clinical strategy into coordinated high-quality program delivery across CVT's global portfolio of mental health and psychosocial support (MHPSS), physiotherapy, case management, and related services. As a key partner to the Senior Director of Global Clinical Services, this role bridges clinical vision and program operations, bringing together program management and clinical perspectives to ensure programs have the systems, resources, and support needed to deliver services with fidelity, consistency, and quality. The Deputy Director contributes an operational lens to departmental strategy development and oversees cross-program systems including resource allocation, risk management, and coordination. This position fosters collaboration across departments and partnerships and contributes to fundraising and donor engagement by aligning program implementation with donor priorities and funding strategies.

Position open to:

• Candidates located in the U.S. who are authorized to work in U.S. and will not need CVT to sponsor them on a work visa.
• Candidates located in Ethiopia, Jordan, Kenya or Uganda who are authorized to work in the country in which they are located.

Responsibilities:

• Strategy Implementation, Operational Leadership, and Coordination: Contribute to clarifying and strengthening CVT's global clinical vision; champion this vision and steward programs with energy, compassion, and care. Translate clinical strategy and vision into concrete systems, operational processes, and actionable work plans. Coordinate clinical operations across the global portfolio, ensuring consistent implementation of standards, protocols, and fidelity to priority models of care. With senior clinical leaders, identify roadblocks and implement operational solutions to strengthen clinical quality and impact. Oversee departmental budget and determine allocation of resources, with the Senior Director. Support effective and efficient use of financial, human, and operational resources across the portfolio. Establish and maintain mechanisms that promote coordination, shared decision-making, learning exchange, and integrated programming across operational and clinical staff within the Global Clinical Services department, and with other departments, including Justice, Accountability, and Systems Change (JAS) and Evaluation and Research (E&R).
• Staff Leadership and Supervision: Supervise, recruit, and develop designated staff, including through regular coaching and performance management. Foster strong team cohesion and a culture of accountability, collaboration, wellbeing, and continuous improvement among staff. With the Senior Director of Global Clinical Services and Human Resources colleagues, support development and implementation of an internal orga nizational staff wellbeing approach and accountability framework, including integration of trauma-informed leadership approaches.
• Program Quality, Standards and Risk Management: Provide oversight of program performance across the Global Clinical Services portfolio, ensuring alignment with organizational priorities and clinical standards. Contribute to developing and maintaining systems that support the consistent adaptation and implementation of clinical approaches, and associated monitoring and evaluation processes, to promote quality, fidelity, and continuous improvement across programs, in coordination with the Evaluation and Research department. Identify operational risks and lead risk mitigation efforts related to clinical programming. Provide oversight and direction for knowledge management systems that make clinical materials, tools, and guidance accessible across programs, in partnership with the Coordination and Operations Lead.
• Partnerships and External Engagement: Build and maintain partnerships with stakeholders, peer organizations, networks, and coalitions that strengthen clinical programming, enhance coordination, expand funding opportunites, and increase collective impact. With other senior leaders, contribute to design and implementation of survivor/advocate engagement strategies, including support for survivor and community advisory mechanisms across settings. With the Evaluation and Research department, engage universities, research institutions, and practitioners to secure resources and partnerships that strengthen the evidence base for torture and trauma rehabilitation. Represent CVT in professional associations and conferences as assigned.
• Resource Development and Donor Support: Support donor engagement to expand the scope, quality, and sustainability of clinical programming. Oversee development of proposals, budgets, and donor reports, in collaboration with program, clinical, finance, and development teams. Participate in high-level donor discussions and external engagements. Oversee development and implementation of operational aspects of entrepreneurial and sustainability initiatives.

Qualifications:

Required education, experience, certificates, licenses or registrations

• Advanced degree in psychology, social work, rehabilitation services, public administration, international development, international affairs, or related field.
• Minimum 5 years in program management or operational leadership roles supervising multi-level teams, preferably in NGOs, nonprofits, or international organizations.
• Minimum 7 years of progressively responsible experience related to trauma, rehabilitation, mental health and psychosocial support (MHPSS), or related fields.
• Experience developing and managing donor-funded programs, including proposal development, reporting, and donor engagement.
• Demonstrated expertise in trauma-informed, culturally responsive, and rights-based approaches to clinical care.
• Experience working cross-culturally and in partnership with community-based organizations.

Preferred education, experience, certificates, licenses or registrations

• Experience in both program management/operational roles and in clinical direct service roles with torture and trauma survivors, refugees, or similarly affected populations.
• Experience working in both US and international contexts, and in low resource or post-conflict settings.
• Experience supporting participatory and consultative approaches to decision-making, including promoting survivor and community voice.
• Fluency in Arabic, Spanish, French, or another language beyond English.

Supervisory Responsibilities

• Supervises the Coordination and Operations Lead, as well as some Program Managers and Country Directors/Representatives

Work Environment (subject to change):

• Typical office environment
• Time spent on the computer is approximately 80%
• Time spent in virtual meetings is approximately 50%
• Travel in the US and internationally including to locations that may be remote and lacking in amenities, up to 20% time

Hiring Timeline: Most CVT hiring processes for US-based positions take about 8 weeks from when the position closes to when an offer is made to a candidate.
