Position Overview

We are seeking an experienced Construction Quality Manager / Site Quality Lead to support the construction of a large-scale power generation facility serving a data center project in Wyoming.

This position will provide field-based quality leadership throughout construction, turnover, and commissioning readiness activities. The successful candidate will work closely with project management, construction, engineering, contractors, commissioning teams, and other project stakeholders to promote effective quality processes, support inspection activities, facilitate issue resolution, and help ensure project requirements are achieved.

Experience supporting power generation projects, substations, electrical infrastructure, data centers, battery energy storage systems (BESS), or other heavy industrial construction projects is preferred. Power plant construction experience is considered a strong advantage.

Work Location & Schedule

• On-site work location is Cheyenne, Wyoming , with periodic travel required.
• Rotation options may be available for the right candidate.

Key Responsibilities

Construction Quality Leadership

• Support development, implementation, and maintenance of project quality plans and site quality processes.
• Coordinate and provide oversight of inspection activities across civil, mechanical, electrical, and related construction disciplines, including verification that contractor work packages and work execution packages (e.g., AWP, IWP, EWP, or equivalent systems) are properly implemented and supported by required quality controls.
• Monitor contractor adherence to project specifications, inspection requirements, approved procedures, and applicable standards.
• Coordinate and review quality documentation, inspection records, test reports, mechanical completion records, turnover packages, and commissioning and startup packages for completeness and traceability.
• Work collaboratively with project teams to identify, communicate, and resolve quality-related issues.

Material Management, Storage & Preservation

• Provide oversight of material receipt, storage, laydown, handling, and preservation activities throughout construction.
• Verify that equipment and materials are maintained in accordance with quality procedures, project requirements, manufacturer recommendations, and approved procedures.
• Support monitoring of preservation activities and documentation, including identification and resolution of deficiencies.
• Promote good housekeeping, contamination control, and asset protection practices across the project.

Turnover & Commissioning Readiness

• Support construction completion, system turnover, and commissioning readiness activities.
• Coordinate with construction and commissioning teams to verify completion of required inspections, documentation, punch items, and quality records.
• Assist in review of turnover packages, test documentation, and commissioning deliverables.
• Participate in project readiness reviews and key project milestones as required.

Quality Assurance & Continuous Improvement

• Assist in implementing inspection strategies, surveillance activities, audits, and quality monitoring processes.
• Identify quality risks, recurring issues, or performance trends and work with project teams to develop practical solutions.
• Support the management and closure of nonconformances, corrective actions, deviations, and quality observations.
• Participate in contractor assessments, process reviews, and continuous improvement initiatives.

Stakeholder Coordination

• Work closely with construction management, engineering, safety, commissioning, procurement, and contractor teams.
• Support quality discussions with contractors and subcontractors to promote alignment with project expectations and contractual requirements.
• Participate in construction meetings, field walkdowns, turnover reviews, and project coordination activities.
• Communicate quality concerns, emerging risks, and recommended actions effectively to project leadership.

Qualifications & Experience

Minimum Qualifications

• Minimum 10+ years of experience in construction quality, QA/QC, field engineering, construction management, or related project execution roles.
• Experience supporting industrial, power generation, energy, manufacturing, petrochemical, infrastructure, or large commercial construction projects.
• Familiarity with construction quality processes including inspections, documentation management, turnover, punch list management, and corrective action systems.
• Experience working with contractors, inspectors, and multi-discipline construction teams.
• Understanding of applicable industry codes, standards, and quality management principles.
• Experience supporting commissioning, startup, mechanical completion, or system turnover activities is beneficial.
• Strong communication, organizational, and problem-solving skills.

Preferred Qualifications

• Power generation project experience, including simple cycle, combined cycle, gas turbine, substation, renewable energy, or BESS facilities.
• Experience in an Owner, EPC, contractor, or construction management environment.
• Experience supporting data center power infrastructure projects.
• Familiarity with construction and project management tools such as SharePoint, Bluebeam, SmartPlant, Procore, ACC, or similar platforms.
• Bachelor's degree in Engineering, Construction Management, Quality Management, or a related field is preferred but not required.
• Relevant industry certifications (ASQ, CQM, CQE, AWS, AMPP/NACE, NETA, etc.) are a plus.
