Supervisory Program Analyst

Job TitleSupervisory Program AnalystDutiesHelpDevelop, implement, evaluate and sustain a comprehensive Agency Organizational Development Program to include policies, procedures, strategy and training to effectively acquire and manage MS resources, maximize performance and enable MS to achieve its mission.Measure and evaluate program accomplishments, and assess efficiency, effectiveness, and compliance with regulatory procedures. Establishes review systems for the organization that make certain agency needs are met and validated and ensure quality assurance of operations is maintained or improved.Identify and propose solutions, and related risks, to critical management issues of such intensity and breadth that they often require input from other subject matter experts. Negotiates controversial solutions requiring extensive operation changes which affect substantial agency resources or conflict with the desires of the organization studied. Monitors implementation of accepted proposals and identifies agency impact.Work with team leads/subordinate supervisors in developing performance plans and major performance objectives, evaluating the performance of subordinates, and providing advice and assistance on performance. Develops and/or supports career plans and identifies/makes provisions for training and professional development needs of subordinates.Serve as principle advisor to MS management. May represent MS in senior level conferences and consultations with various executive level, government and VA organizations / agencies. Prepares and presents high level briefings. Serves as expert planner, analyst, and advisor to agency management on the MS, QM.Work Schedule: 8:00AM to 4:30PMTelework: This position may be authorized for Ad-hoc telework.Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position.Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space.Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.
