As both a Regional Planning Commission (RPC) and a U.S. Economic Development Administration-designated Economic Development District (EDD), NCC works collaboratively with municipalities, businesses, nonprofit organizations, and community stakeholders to advance sustainable growth, economic vitality, and community resilience across Northern New Hampshire. Position Overview The Senior Transportation Planner will lead and advance transportation planning initiatives across Coös, Grafton, and northern Carroll Counties. This position serves as the Council’s primary transportation planning professional and is responsible for managing the regional transportation planning program, developing transportation projects, overseeing transportation data collection and analysis, and providing technical assistance to local communities. The Senior Transportation Planner will work closely with municipalities, NHDOT, regional partners, and community stakeholders to identify transportation needs, develop solutions, pursue funding opportunities, and implement projects that improve mobility, safety, accessibility, economic vitality, and community resilience throughout Northern New Hampshire. This full‑time role involves developing and implementing transportation‑focused planning projects, conducting research and analysis, engaging with the public, and assisting local officials in understanding how transportation systems interact with land use plans and local regulations. Key Responsibilities Transportation Program Leadership Lead and manage the North Country Council’s transportation planning program and transportation‑related work activities. Serve as a liaison to NHDOT, municipal officials, regional partners, and transportation stakeholders. Develop and implement annual transportation work programs, budgets, schedules, and project priorities. Identify emerging transportation issues and opportunities affecting the region. Provide strategic leadership on transportation policy, infrastructure investment, safety, mobility, accessibility, and resilience initiatives. Transportation Planning & Project Development Lead short‑ and long‑range transportation planning efforts for rural communities. Develop transportation studies, corridor plans, safety assessments, active transportation plans, transit‑related initiatives, and infrastructure improvement strategies. Assist municipalities with transportation project identification, scoping, prioritization, and implementation. Support project development from concept through funding and implementation. Coordinate transportation planning efforts with housing, economic development, land use, and community development objectives. Transportation Data & Analysis Oversee the Council’s traffic count and transportation data collection program. Develop annual data collection plans and quality assurance procedures. Analyze transportation trends, traffic data, crash data, demographic information, and infrastructure conditions. Prepare technical reports, maps, visualizations, and recommendations. Utilize GIS and other analytical tools to support transportation planning initiatives. Municipal Technical Assistance Provide technical assistance to municipalities on transportation and infrastructure‑related matters. Assist local officials in understanding transportation implications of land use decisions, zoning, subdivision regulations, and development proposals. Support local master planning efforts with transportation‑related analysis and recommendations. Present findings and recommendations to Planning Boards, Select Boards, community groups, and other stakeholders. Public Engagement & Facilitation Plan and facilitate public meetings, workshops, stakeholder sessions, and community engagement activities. Develop outreach materials and presentations. Build partnerships with municipal officials, community organizations, businesses, and state agencies. Communicate complex transportation concepts to diverse audiences. Grants & Funding Identify transportation funding opportunities. Assist communities with grant applications and project development. Support grant administration, reporting, and compliance activities. Coordinate transportation‑related funding initiatives with state and federal partners. Qualifications Bachelor’s degree in Transportation Planning, Urban and Regional Planning, Civil Engineering, Geography, Public Administration, or a related field. Five (5) or more years of progressively responsible transportation planning, infrastructure planning, municipal planning, or related experience. Experience managing projects and working with municipal officials, state agencies, consultants, and community stakeholders. Knowledge of New Hampshire transportation programs, funding sources, and municipal planning processes. Experience working in rural communities. Strong technical writing, presentation, and public facilitation skills. Valid driver’s license and ability to travel throughout the region. A willingness to learn and a strong interest in rural transportation and community‑focused planning. Benefits Health, Dental, and Vision Insurance—with generous employer contributions.
