Senior Financial Program Analyst - R&D

About the role

Seeking a highly experienced Senior Financial Program Analyst to support the Research Directorate at the National Geospatial-Intelligence Agency (NGA) in Springfield, VA. This role is ideal for a proactive, technically skilled professional with deep expertise in program budget management, particularly within R&D environments. The successful candidate will play a critical role in managing and analyzing budget data, supporting program planning, and facilitating financial execution to advance NGA's mission in geospatial intelligence research.

Job Responsibilities

• Support R&D program planning, budget building, acquisition support, and financial execution for RDT&E and O&M funding.
• Assist Technical Office Directors and Pods in forecasting, tracking, and updating budget commitments and expenditures.
• Provide program review support for annual Pod reviews and quarterly program reviews.
• Prepare Program Build and CBJB/IPBS descriptions.
• Generate custom financial reports for presentations, meetings, and briefings.
• Coordinate and facilitate technical exchange meetings with national program managers.
• Support governance of international Government-to-Government relationships, including preparation of materials and travel coordination.
• Attend and contribute to staff meetings, technical reviews, working groups, and management reviews
• Write technical content related to program capabilities.

Job Requirements

• Minimum 15 years of experience in program budget management, specifically in R&D or government settings.
• Active Top Secret clearance with SCI eligibility.
• Bachelor's degree in a technical field or equivalent with 36 credit hours in technical curriculum.
• Strong proficiency in MS Excel and PowerPoint.
• Familiarity with the PPBE process and Congressional Budget Justification Book (CBJB) inputs.
• Experience with NGA or NRO financial and programmatic processes.
• High initiative and proactive work approach.
• Excellent written communication skills, especially in technical writing.
• Willingness to undergo a Counterintelligence Polygraph (CI Poly).
• Ability to coordinate across multiple teams and support senior/executive meetings.
