RHTG Sr. Project ManagerThe Oregon Primary Care Association (OPCA) seeks a RHTG Sr. Project Manager who is responsible for leading Rural Health Transformation projects for the Oregon Primary Care Association (OPCA). This position involves supporting the implementation of a population health data platform, coordinating resources across OPCA, the Oregon Network of Community Health Centers (the Network), individual health centers, software vendors, and other stakeholders. This position acts as the primary liaison between OPCA, population health data platform stakeholders, health centers and the Oregon Health Authority. The ideal candidate will possess a strong background in managing projects encompassing Electronic Health Records (EHRs), and IT systems.The RHTG Project Manager is a limited duration (1 year) position funded through a program titled, "Rural Health Transformation Grant Catalyst."OPCA is an Equal Opportunity Employer. with:Experience managing large multi-year projects involving population health data, EHRs, and IT systemsFamiliarity with project or program management methodologies, including Agile and/or WaterfallExperience with community health centers, Rural Health Clinics, Coordinated Care Organizations or other safety-net clinicsExperience managing state or federal grants, including grant deliverables, reporting, compliance, and performance measurementStrong communication skills and the ability to effectively communicate complex program and project information to technical and every level and leverage areas of expertise.Ability to develop and maintain effective relationships with organizational partners, including OHA and CCOs.Ability to work with people who think, act, look, and/or live in a manner different from oneself.What You'll Do At OPCA:Lead and manage the implementation of Rural Health Transformation Grant (RHTG) projects and related projects that span internal and external partnerships, ensuring deliverables are accomplished on time, within scope and budget, and with a high degree of quality.Serve as the primary contact for RHTG initiatives, coordinating multiple projects, workstreams, stakeholders, and deliverables to achieve overall program goals.Support the implementation, expansion, and ongoing optimization of OPCA's population health data platform and related data infrastructure.Ensure assigned projects are aligned with RHTG objectives, grant requirements, and organizational priorities.Assist in defining project scope, objectives, deliverables, milestones, and success measures, involving relevant stakeholders and ensuring technical and operational feasibility.Develop and maintain comprehensive project plans, timelines, milestones, dependencies, and workplans using appropriate project management methodologies.Manage changes to program and project scope, schedules, resources, and costs using appropriate planning, communication, and verification techniques.Coordinate internal resources and collaborate with staff at OPCA, the Oregon Network of Community Health Centers, participating health centers, software and technology vendors, OHA, and other external partners in the planning and implementation of RHTG initiatives.Establish deadlines, assigns responsibilities, monitors deliverables, and holds project partners accountable for completion of assigned activities.Monitor and summarize project progress and prepares regular status reports, dashboards, briefings, and other materials for organizational leadership and grant stakeholders.Coordinate the collection and organization of information required for RHTG reporting, grant deliverables, performance measures, and compliance requirements.Support preparation of reports and updates for the Oregon Health Authority and other grant stakeholders.Build and maintain partnerships with key stakeholders.Work directly with health center staff, OPCA staff, and independent contractors to ensure project tasks are completed and goals are met on time within the applicable scope and budget.Serve as the primary liaison between OPCA, participating health centers, population health data platform stakeholders, technology and software vendors, and the Oregon Health Authority.Facilitate and attend relevant stakeholder, workgroup, implementation, and project meetings.Coordinate with OHA and other state and federal stakeholders, as appropriate, to support grant implementation, reporting, communication, and achievement of program objectives.Develop presentations, spreadsheets, diagrams, process maps, reports, and other materials to communicate program needs, progress, outcomes, and recommendations.Minimal Qualifications:Professional with advanced level of proficiency.
