Clearance: Must be eligible to obtain and maintain a DoD Secret security clearance; work performed is unclassified

Position Summary: Serves as the focal point for research, review, and analysis of purchasing data, contracts, and supplier performance to ensure compliance with the Federal Acquisition Regulation (FAR) and related acquisition policy. The analyst applies extensive federal procurement knowledge to support contract policy, formulate planning alternatives, and provide expert technical advice within a high-tempo contracting environment.

Required Qualifications

• Bachelor's degree with a major in one of the following fields: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization.
• Minimum 5 years of experience with extensive knowledge or understanding of direct federal procurement in a GS-1102 series (or equivalent) capacity, including direct Department of Defense procurement policy and acquisition management, regulations, laws, policies, and directives.
• Minimum 1 year of experience in the methods of fact-finding, analysis, and resolution of complex problems, with the ability to assist in developing concrete action plans.

Key Responsibilities

• Utilize procurement principles, laws, regulations, and practices, along with decisions of the Comptroller General, Armed Services Board of Contract Appeals, Court of Federal Claims, other applicable federal courts, and OMB Circulars, to research and compile information and assess the adequacy of acquisition procedures.
• Formulate planning alternatives to implement changes in laws, regulations, and policy directives, and identify recommended changes.
• Perform analysis and evaluation of contracts, contracting actions, and supporting documentation to develop contracting policies, procedures, and guidance material.
• Provide expert technical advice and recommendations to management officials, contracting officers, and other contract and technical support personnel.
• Provide administrative support including typing, filing, report distribution, data entry, preparation of presentations, and meeting scheduling.
• Maintain suspense lists for contract administration activities and coordinate funding, acceptance, and payment actions with other organizations.
• Prepare, track, monitor, and analyze contract data and run reports for quarterly, monthly, and annual reviews.

• Excellent oral and written communication skills, with the ability to compose and deliver clear, concise responses to complex questions.
• Ability to communicate procedures and process changes to management, coworkers, customers, and stakeholders.
• Strong planning and organizational skills to coordinate, track, and complete workflow in accordance with established program guidelines.
• Proficiency in MS Office products, MS Teams, and Adobe Acrobat.
