Construction Engineer (Comm/SCADA)

General purpose: Reports to the Resident Engineer, Systems. Provides field engineering oversight of communications and SCADA systems, including the fiber backbone and integration with Sound Transit's central control and existing Link communications network.

Essential functions

• Oversees installation of the fiber optic backbone, communications rooms and cabinets, network equipment, radio, CCTV, public address and visual messaging, emergency telephones, and access control.
• Oversees SCADA installation for traction power, station systems, and tunnel systems, and its integration with the operations control center.
• Reviews communications and SCADA submittals: network architecture, fiber topology, IP schemes, equipment data, and test procedures.
• Witnesses fiber testing (OTDR, loss testing), network and SCADA point-to-point testing, and end-to-end functional tests.
• Coordinates interfaces with train control, traction power, station, and tunnel ventilation and fire/life safety systems.
• Coordinates cybersecurity requirements and network cutover with Sound Transit IT and Operations Technology staff.
• Prepares inspection reports, NCRs, and punch lists; reviews as-builts, configuration records, and O&M documentation.

Minimum qualifications

• Bachelor's degree in electrical engineering, computer engineering, telecommunications, or a closely related field.
• Minimum 10 years of experience in rail transit communications or SCADA installation, testing, or construction oversight.

Preferred

• PE license, BICSI RCDD, or industry network certification.
• Light rail experience with SCADA integration into an operating control center.
• Experience with tunnel communications and radio coverage systems.

Knowledge of

• Transit communications architecture, fiber optic networks, and industrial control systems.
• NFPA 130, NFPA 72, and ADA requirements for transit communications.
• OT network cybersecurity practices and configuration management.
