Construction Engineer

General purpose: Reports to the Deputy RE, Track/Civil. Provides field engineering oversight of civil work that supports track and systems installation, with emphasis on at-grade guideway and systems site work.

Essential functions

• Inspects utility relocations, drainage, and subgrade preparation for at-grade guideway segments.
• Oversees construction of MSE walls, ballast walls, signal house and TPSS foundations, OCS pole foundations, and duct bank installation.
• Reviews civil submittals, mix designs, compaction and materials test results, and shop drawings.
• Coordinates special inspection and materials testing; tracks NCRs through resolution.
• Verifies duct bank routing, embedments, conduit stub-ups, and grounding before backfill so systems contractors can install without rework.
• Monitors erosion control, stormwater, and environmental permit compliance in industrial areas and near sensitive streams and wetlands.
• Oversees fencing, site finishes, paving, and landscaping.
• Measures quantities, supports change order evaluation, and prepares daily field reports.

Minimum qualifications

• Bachelor's degree in civil engineering, construction management, or a closely related field.
• Minimum 10 years of heavy civil construction inspection or field engineering experience, including utilities, earthwork, retaining walls, and structural foundations; rail transit experience required.

Preferred

• PE or EIT license; WSDOT or ACI inspection certifications.
• Experience with Seattle-area utility owners (Seattle City Light, SPU, SDOT) and City of Seattle permit conditions.
• Experience on light rail at-grade or aerial guideway projects.

Knowledge of

• WSDOT Standard Specifications, City of Seattle Standard Plans and Specifications.
• Geotechnical, earthwork, and concrete construction QA/QC practices.
• Stormwater and environmental compliance on public works projects.
