Revenue Tax Specialist (Personal Property)

Overview Performs specialized technical, administrative, and public contact work in the personal property and state income tax section. Assists with the comprehensive personal property assessment program for the County, reviewing and analyzing documentation, schedules, and forms filed. Also assists in processing state income and estimated tax returns, and sends documents to other county and state offices as required by local or state law. Responsibilities Assist with scanning and quality‑assurance checks for the office document imaging system. Prepare various statistical reports and maintain accurate data entry, updates, and sorting of records. Respond to inquiries from the general public, attorneys, taxpayers, and other interested parties, providing information on assessments, researching documentation, and referring inquiries to appropriate personnel. Compile, process, and coordinate personal property assessments, entering exonerations and supplemental billings and ensuring proper documentation. Process state income and estimated tax returns and payments, balancing, posting, and forwarding payments to the Treasurer’s Office; assist taxpayers with preparation of returns in person and by phone. Send notification letters to taxpayers regarding assessment changes and other correspondence, ensuring correct spelling, punctuation, and format. Make recommendations for abatements, refunds, and supplemental assessments; create and mail notification of assessment changes. Research records from the DMV, Treasurer’s vehicle registration files, Virginia Department of Taxation, Code of Virginia, and other sources. Update personal property databases, determine vehicle license fees, issue registrations and applications, resolve discrepancies, and notify taxpayers of errors. Perform quality‑assurance checks on imaged documents and archive reports in accordance with state retention requirements. Qualifications High‑school diploma and three (3) years of closely related experience, or equivalent combination of education and experience. General knowledge of county ordinances, state and local statutes related to personal property assessment, and state and federal income tax law. Knowledge of business English, modern office procedures and equipment, and ability to maintain moderately complex records. Some knowledge of legal terminology related to property assessment and income tax preparation. Proficiency in basic math (addition, subtraction, multiplication, division, percentages, fractions). Excellent written and oral communication skills; ability to exercise tact and courtesy with the public. Must exercise self‑motivated self‑discipline and self‑propulsion, and maintain work quality and timeliness. Computer literacy with Microsoft Word, Excel, and AS‑400 helpful.
