Analyzes and evaluates departmental operations, develops recommendations to improve business processes and ensure compliance with University, CSU, NCAA, and CCAA policies, and provides data-driven analyses to support strategic planning, resource allocation, and informed decision-making. Responsibilities: Lead the Athletics department's accounts payable, accounts receivable, purchasing, financial reporting, and related fiscal operations to ensure accurate financial management and compliance with CSU, University, NCAA, and CCAA (California collegiate athletics association) policies by coordinating financial processes, monitoring transactions, and implementing internal controls. Develop, implement, and administer the Athletics annual operating budget to support departmental priorities and ensure responsible stewardship of financial resources by forecasting expenditures and revenues, monitoring budget activity, reconciling accounts, and recommending budget adjustments for the Director of Athletics' review and final approval. Perform complex fiscal analysis and account reconciliation for state, trust, philanthropic, and auxiliary funds to ensure financial accuracy and compliance by reviewing financial data, preparing reports, resolving discrepancies, and monitoring fund balances. Lead departmental financial reporting and audit activities to maintain compliance with internal and external reporting requirements by preparing documentation, responding to audit inquiries, coordinating corrective actions, and completing required reports, including the NCAA (National Collegiate Athletic Association) Financial Report, EADA (Equity in Athletics Disclosure Act) Report, NCAA Agreed-Upon Procedures, and UBIT (unrelated business income tax) reporting. Develop, evaluate, and continuously improve fiscal policies, procedures, and business processes to strengthen internal controls, increase operational efficiency, and ensure compliance by analyzing existing practices, identifying risks, and independently implementing process improvements within the scope of delegated authority, while recommending broader operational or policy changes requiring management approval. Interpret and communicate CSU, University, NCAA, and CCAA fiscal policies and business requirements to support informed decision-making and regulatory compliance by providing guidance to department leadership and campus partners. Collaborate with Athletics leadership, Student Affairs, Advancement, Business and Financial Services, and other campus stakeholders to coordinate financial planning, reporting, and operational initiatives by providing fiscal analysis, recommendations, and administrative support. Lead departmental contract administration to protect institutional interests and ensure financial accountability by monitoring contract compliance, tracking deliverables, and coordinating with appropriate University offices. Support financial planning for Athletics facilities, capital improvements, and deferred maintenance priorities to ensure responsible resource allocation and regulatory compliance by analyzing funding needs and collaborating with campus partners on project priorities. Identify, evaluate, and pursue internal and external funding opportunities to maximize departmental resources and support strategic initiatives by researching available funding sources, preparing financial information, and coordinating proposal submissions. Coordinate the financial administration of Athletics sport camps and other revenue-generating activities to ensure compliance with University fiscal requirements by monitoring revenues and expenditures and collaborating with designated campus personnel. Serve as the department's Human Resources Liaison to support compliant and efficient personnel administration by coordinating with Human Resources, processing personnel actions, and providing guidance on University policies and procedures. Coordinate faculty, staff, coach, and student employee personnel transactions to ensure accurate position management by processing appointments in PeopleSoft, maintaining employee records, and monitoring position funding. Analyze staffing, salary, and position management data and fiscal responsibility by evaluating organizational needs, developing recommendations, and advising Athletics leadership on personnel matters. Review and recommend improvements to departmental human resources processes to enhance operational effectiveness and compliance by evaluating existing procedures and implementing process enhancements. Coordinate administrative and operational support for Athletics events and departmental programs by collaborating with Athletics personnel on event planning, logistics, and day-of operations to ensure successful event execution and a positive experience for student-athletes, donors, and the community. Provide support with other classification related duties as assigned by the Director of Athletics Minimum Qualifications: Bachelor's degree and/or the equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs, and four years of related experience. Required Qualifications: Thorough knowledge of and ability to apply extensive expertise to complex programs and/or administrative specialties, including pertinent laws and regulations. Demonstrated expertise in and advanced knowledge of the principles, problems, and methods of public and business administration and operational and fiscal management. Expertise in administrative survey techniques, operations and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies. Ability to understand problems from a broad, interactive perspective and discern applicable underlying principles to conceive of and develop strategic solutions. Ability to work with representatives from public and private entities and handle potentially sensitive situations. Demonstrated consultative skills in working with internal and external constituent groups. Ability to effectively present ideas and concepts in written or presentation format and use consultative and facilitation skills to gain consensus. Preferred Qualifications: Administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices or programs. Working knowledge of general practices, program and /or administrative specialty. Basic knowledge of an ability to apply fundamental concepts. Working knowledge of budget policies and procedures. Ability to learn, interpret, and apply a wide variety of policies and procedure relating to an impacting the applicable program, organizational unit, and/or administrative specialty. Knowledge of basic methods and procedures for research and statistical analysis and the ability to apply them. Ability to analyze data and make accurate projections using business mathematics and basic statistical techniques. Ability to coordinate, plan and execute projects, including handling multiple priorities. Ability to make independent decisions and exercise sound judgement. Ability to compile, write, and present reports related to program or administrative specialty. Demonstrated ability to establish and maintain effective working relationships and outside the work group and serve as a liaison for the organizational unit. Ability to provide lead work direction to others including administrative staff. Working knowledge of an ability to apply standard theories, principles, practices, and techniques applicable to the program and/or administrative specialty to develop conclusions and make recommendations. Thorough knowledge of policies, procedures, and outside regulations pertaining to the applicable program and / or administrative specialty. Working knowledge of operational and fiscal analysis and techniques. Ability to take initiative and independently plan, organize, coordinate and perform work in various situations where numerous and diverse demands are involved. Skill in the research, development and evaluation of policies and programs, including skill in the collection, evaluation and interpretation of data to develop sound conclusions and make appropriate recommendations. Expertise in investigating and analyzing problems with a broad administrative impact and implications. Ability to anticipate problems and address them appropriately. Compensation and Benefits: The salary offered will take into account internal equity and experience among other factors. Initial salary step placement will be Step 1 - $5,797 per month for qualified candidates. CSU Classification Salary Step Range: $5,797 - $8,445 per month (Step 1 – Step 20) The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year. Position Information: Academic year schedule: Monday through Friday (8:00 am – 5:00 pm), some evenings/weekends. Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.
