Job Description

Capitol Complex Facilities Management (Capitol Complex) is responsible for property management, maintenance, and restoration of all State properties within the Capitol Complex, plus some of the State's buildings in Camp George West, Lakewood, and Grand Junction.

As a first level supervisor, this position is responsible for the work unit including accountability for the use of equipment, space, and resources. It directly controls the work of assigned staff and determines the work procedures for the unit. This position defines, assigns and independently performs a range of tasks related to work with all HVAC and plumbing needs for Capitol Complex buildings.

Essential employees can be required to work unexpected or unusual work hours to perform the essential and/or emergency services of the department without delay and/or without interruption.

A summary of the duties and responsibilities will include, but are not limited to, the following:

• Supervisor Plans, assigns and inspects the day-to-day work of Pipe trades II and Pipe Trades I positions in 17 State buildings. Responsible for the execution and completion of special projects as assigned by the work unit supervisor. Develops and assigns schedules and leave requests. Develops goals and completes performance evaluations for all employees.
• HVAC Operations Operate, troubleshoot and control primary and secondary multi-story buildings' heating, cooling and ventilation systems by monitoring and adjusting existing systems. Plumbing consists of troubleshooting and repair of piping systems/configurations, fixtures, and equipment. This may include responding to calls from tenants that have placed calls to help desk.
• Budgeting Assist in making yearly budget recommendations to the LTC I, for Capitol Complex operations. Monitor expenditures of HVAC/Plumbing funds for parts and materials used in performing maintenance in buildings.
• HVAC/Plumbing Maintenance Strategies and BAS Controls System Oversight Develops and implements building and equipment preventative maintenance for HVAC/Plumbing activities. Maintain, troubleshoot and repair BAS (Siemens) system as needed.

Minimum Qualifications:

Required: Universal CFC Certification as defined by EPA Regulations Section 608 and either:

• At least four (4) years of experience in labor, trades, or crafts or an occupational area related to the work assignment OR
• A combination of related education, formalized apprenticeship program, and/or relevant experience in labor, trades, or crafts or an occupational area related to the work assignment, equal to at least four (4) years.

The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:

• Previous State Service related to the work assigned to the position
• Current Master-Level Plumber license (issued by the State of Colorado or another authoritative body)
• Current Master-Level Electrical license (issued by the State of Colorado or another authoritative body)
• Experience maintaining plumbing and pipe systems in a large setting
• Experience maintaining HVAC systems in a large setting
• Experience operating and maintaining a central boiler and chiller plant
• Experience and working knowledge in operating and programming Building Automation Systems (e.g., Siemens, Johnson Controls)
• Knowledge of general construction materials and technology
• Knowledge of all federal, state, and local regulatory requirements applicable to Colorado building codes
• Knowledge of National Electrical Code (NEC), National Fire Protection Association code (NFPA), International Mechanical Code (IMC)
• Ability to analyze and interpret building and site plans, specifications, details, symbols, and construction drawings
• Ability to conduct field inspections
• Ability to develop project procedures and schedules

Conditions of Employment:

• Travel Required: Travel to state owned facilities and properties within Denver and Grand Junction
• Eligible for On-call
• Eligible for Shift Work: Must be available for any shift
