Construction Specialist

We are currently seeking an Environmental Construction Specialist to work on Electric Utility Construction Projects. This is a field position, and candidates must have experience with environmental compliance in relation to land clearing and linear construction projects. What You Will Do Regulatory Compliance Provides Environmental Compliance and construction oversight on transmission Site Development and Linear Transmission Line construction projects for Duke Energy. Provides Environmental Oversight and compliance/inspections associated with Transmission Capital Projects and the National Pollutant Discharge Elimination System (NPDES) and Storm Water Pollution Prevention Plan (SWPPP). Ensure compliance with laws and regulations for wetland access, protected species, wood and debris disposal, site control and soil disturbance. Ensure that all field operations are in compliance with permits, including road use permits, natural resource protection act permits, Corps of Engineers permits, etc. Document pre‑and post‑work field conditions to make sure that sites are in compliance with permits and environmental regulations and there are no conditions that require mitigation or restoration. Field Operations Performs all required erosion and sediment, stormwater management and pollution prevention inspections for applicable construction projects. Interprets complex plans and drawings. Performs duties in a manner that will promote and maintain good public relations. Crew Oversight Responsible for attending pre‑construction meetings, constructability meetings, and status meetings as directed. Manages and oversees site development crews, and provides oversight for sediment and erosion control or Best Management Practice (BMP) contractors to ensure all measures are installed as per the approved plan. Observes that wetlands & sensitive areas’ identification are in place and that crews are aware of them prior to entering such areas. Stakeholder & Public Relations Monitors and reports to Project Management on status of construction units estimated and actuals billed to date of project. Communicates daily with the utility client, contractors, landowners, and the public. Subject Matter Expert Consulting Assists in developing recommendations on future right‑of‑way maintenance requirements. Additional Responsibilities Driver a company vehicle safely to work locations for the organization. Assume other duties and responsibilities as assigned. What You Need To Have Associate or bachelor’s degree in environmental science, construction management, building science, or a related field. 1‑5 years’ experience in Site Development work and permitting utility construction. Solid understanding of the National Pollutant Discharge Elimination Service (NPDES) Construction General Permit (CGP) Stormwater Pollution Prevention Plan (SWPPP) implementation and inspections. Successfully completed the Stormwater, Erosion, and Sedimentation Control Inspector (FSESCI) certification from Florida Dept. of Environmental Protection. Understanding of NPDES, CGP (NCDEQ) and SWPPP implementation and inspections in North Carolina. Successfully completed a Stormwater, Erosion Control Inspector Training Program, CESSWI or similar competency program for North Carolina/South Carolina. Successfully completed a Stormwater, Erosion Control Inspector Training Program, CESSWI or similar competency program for Indiana. Desire to work outdoors in various weather conditions and terrain. Strong public relations skills. Willingness to work alone. Basic computer skills. Valid driver’s license. What Would Be Amazing To Have Substantial background in electric transmission construction, pipeline, or utility field. Stormwater Pollution Prevention Plan (SWPPP) book knowledge. CESSWI certification. Previous construction crew oversight experience. GIS experience. Strong knowledge of ANSI Z133 safety standards. Military background (plus). Bi‑lingual English Spanish (plus). Working Environment Work with a team and alone; primarily in an outdoor field environment and/or low light conditions; foot patrol of energy corridors near power lines and/or pipelines; remote locations as well as urban, city environments; physical demands and travel from site to site. Tasks include walking/hiking on various surfaces (flat, dry, wet, slippery, rocky, sandy, uneven, rough, unstable, steep terrain, hills, slopes, dense vegetation); exposure to noise, dust, grease, smoke, and all types of weather extremes. Other working conditions may include time in a vehicle or brief indoor office.
