Join Jacobs and help lead a transformational environmental asset retirement program in Northern Colorado. You will serve as the program manager for a portfolio of approximately 2,000 onshore upstream oil and gas asset retirement projects delivered in partnership with our client. You will lead a large, collaborative team delivering environmental remediation from assessment through regulatory closure while meeting safety, schedule, cost, quality, and client outcome commitments.

This role is an opportunity to help build and establish Jacobs' Colorado program during its first 6 to 18 months. You will shape delivery approaches, strengthen client and internal relationships, develop the operating rhythm, and build a high-performing team and internal network. After the Colorado program's performance is consistently optimized, Jacobs expects to identify another challenging role for you where you can apply your operational leadership experience. This is intended to be a broader, long-term Jacobs leadership opportunity. During the initial period, you may also support other sub-program managers and their portfolios, sharing expertise and helping improve performance across the broader program.

The successful candidate will bring extensive onshore upstream oil and gas asset retirement and environmental remediation experience, strong familiarity with our client's asset retirement program, and knowledge of Colorado regulatory requirements, including the Colorado Energy and Carbon Management Commission (ECMC). You will partner with our client, Alliance peers, project managers, technical functions, subcontractors, and Jacobs talent management, digital, and operational leadership to adapt quickly to site conditions, regulatory expectations, and changing client priorities while delivering measurable, sustained value and progressing sites toward closure within the compensation model driving the program.

Location is flexible across the U.S., with the willingness to travel to Northern Colorado as needed to support regular engagement with the Colorado program.

Key Responsibilities:

• Lead approximately 2,000 asset retirement projects in a collaborative, risk-sharing partnership, delivering environmental remediation from assessment through closure.
• Establish and mature the Colorado sub-program during the first 6 to 18 months, including delivery strategies, governance, operating rhythms, performance measures, staffing, and cross-functional relationships.
• Apply knowledge of asset retirement programs and the regulatory and technical nuances of onshore upstream oil and gas remediation, including applicable ECMC requirements.
• Build and lead a team of approximately 200 staff, including subcontractors, by aligning capabilities, behaviors, and resources with partnership objectives and strong project performance.
• Deliver services under performance-based and outcome-based models that include profit at risk and financial incentives.
• Assess financial and delivery performance, identify risks, and engage client and internal operations leaders on corrective actions that protect outcomes and margin performance.
• Oversee project manager performance, including resourcing, technical engagement, financial performance, risk and change management, safety, quality, and predictable delivery.
• Adapt quickly as site conditions, regulatory expectations, or client priorities change across a large and dynamic portfolio; lead continuous improvement and innovation that produce measurable value over time.
• Manage delivery against KPIs, cost-savings targets, milestones, and planned financial performance; lead statusing, negotiation, and rebaselining when milestones cannot be achieved.
• Lead annual business planning, scope development, budgeting, resource planning, and milestone definition across the portfolio in collaboration with project managers.
• Communicate goals, targets, and outcomes clearly, using negotiation and relationship-building skills to align teams around annual business plans.
• Collaborate with client Portfolio Managers and Alliance peers to coordinate delivery approaches and share lessons learned and best practices.
• Support other sub-program managers and portfolios during the initial Colorado buildout by applying program, operational, commercial, and client-management expertise.
• Perform internal Manager of Project (MOP) responsibilities, maintain compliance with Jacobs' Business Management System (BMS), and report to the Program Director and Designated Project Executive (DPE).
• Maintain long-term client relationships while delivering safe, predictable projects that minimize client liabilities and progress sites toward closure.

Here's What You'll Need

• Bachelor's degree in engineering, environmental science, geology, business, construction management, or a related field.
• Minimum 10 years of progressive experience in environmental consulting, onshore upstream oil and gas, asset retirement, environmental remediation, or a closely related industry.
• Demonstrated experience leading large, complex programs or portfolios, including operational management of project managers and multidisciplinary teams.
• Experience with onshore upstream oil and gas asset retirement or related well closure, assessment, remediation, reclamation, or regulatory closure programs.
• Knowledge of client asset retirement programs and performance- or outcome-based delivery models, including profit-at-risk or incentive structures.
• Working knowledge of Colorado environmental and oil and gas regulatory requirements, including experience working with ECMC.
• Experience managing portfolios with significant financial accountability, including budgeting, forecasting, margin performance, cost savings, KPIs, risk, and change management.
• Experience leading large multidisciplinary teams and subcontractors, ideally approximately 200 people or of comparable scale and complexity.
• Strong client management, communication, collaboration, negotiation, and relationship-building skills.
• Ability to establish a new program, build internal and client networks, create consistent delivery systems, and drive continuous improvement.
• Experience with Jacobs or comparable business management systems; familiarity with operational leadership responsibilities preferred.
• Willingness and ability to travel as required, potentially up to 50%.
• Valid driver's license with no major infractions.
