Manager of Network and Infrastructure
The job of Manager of Network and Infrastructure is done for the purpose of providing strategic and people leadership for the Network, Systems and Infrastructure teams; developing team leads and staff; setting direction and priorities for the District's enterprise technology environment; ensuring secure, reliable and resilient services across data centers, servers, cloud platforms, wired and wireless networks, Internet and telecommunications services, cybersecurity, backup and recovery, physical security technology, low-voltage cabling and fiber infrastructure; leading major initiatives and continuous improvement; and partnering with Technology Services and district leaders to deliver technology that supports teaching, learning, safety and district operations.
Essential Functions:
- Builds positive working relationships with team members, vendors and other departments for the purpose of working collaboratively toward Technology Services and district goals.
- Creates a collaborative, service-oriented and innovative team culture for the purpose of attracting, motivating and retaining employees who deliver excellent service to district customers.
- Supervises assigned staff, including the leads for the Network, Systems and Infrastructure teams, for the purpose of setting clear expectations, delegating work at the appropriate level, evaluating performance, supporting professional growth and building strong teams.
- Communicates the district and Technology Services mission, vision and strategy to assigned teams for the purpose of translating organizational priorities into clear goals, service expectations and team plans.
- Defines strategic direction, technical standards and multiyear roadmaps for the Network, Systems and Infrastructure teams for the purpose of aligning services and investments with the strategic objectives of Technology Services and the district.
- Leads daily operations through assigned team leads for the purpose of promoting clear ownership, effective coordination, timely decisions and consistent service delivery.
- Establishes clear roles, documentation, cross-training and knowledge-sharing practices for the purpose of building team capacity, continuity and resilience.
- Coordinates the integration of network, systems, infrastructure and related Technology Services functions for the purpose of providing secure, efficient and streamlined services to district customers.
- Oversees the availability, performance and reliability of district data centers, enterprise systems, cloud platforms, print services, wired and wireless networks, Internet services, telecommunications and intercom systems for the purpose of supporting uninterrupted district operations.
- Directs response to major incidents, recurring problems and service escalations for the purpose of restoring services quickly, communicating effectively and preventing recurrence.
- Oversees cybersecurity, access controls, backups, disaster recovery and business continuity planning for the purpose of protecting district systems and data and maintaining operational resilience.
- Guides capacity, lifecycle, licensing, redundancy, monitoring and preventive maintenance planning for the purpose of sustaining reliable services and making responsible long-term investments.
- Oversees physical security technology, low-voltage cabling, data closets and racks, and district fiber infrastructure for the purpose of supporting safe, reliable and well-maintained facilities and connectivity.
- Leads major projects and technology changes using appropriate project and service management practices for the purpose of providing visibility, accountability and successful implementation.
- Serves as an active participant in the Technology Services leadership team and partners with the Chief Technology Officer for the purpose of developing strategy, priorities, budgets, policies and resource plans.
- Collaborates with district leaders, including Operations, Safety and Security and Academic Services, for the purpose of understanding needs, coordinating resources and delivering technology solutions that support district initiatives.
- Collaborates with the Technology Projects and Training group for the purpose of ensuring technology changes are communicated effectively and staff receive appropriate information and training.
- Manages vendors, consultants, requirements, proposals, contracts, renewals and purchasing recommendations for the purpose of maintaining effective partnerships and supporting sound technical and financial decisions.
- Researches emerging technologies, service models and industry practices for the purpose of recommending secure, sustainable and cost-effective solutions that advance district priorities.
- Collects and reviews customer feedback, service data and performance measures for the purpose of evaluating effectiveness, identifying trends and driving continuous improvement.
- Prepares and presents plans, reports, procedures, budgets and recommendations for the purpose of documenting decisions, conveying information and supporting informed leadership decisions.
- Reviews opportunities for improvement within personal leadership practice and assigned areas of responsibility for the purpose of promoting innovation, accountability and organizational excellence.
Other Functions:
Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Skills, Knowledge and Abilities:
Skills are required to lead multiple, highly complex technical service areas and initiatives. Specific skill-based competencies required to satisfactorily perform the functions of the job include: leadership and people management; coaching and developing leaders and technical staff; strategic and operational planning; customer service; collaboration; oral, written and presentation communication; project and program management; vendor, contract and budget management; incident leadership; and strong analytical, decision-making and problem-solving skills.
Knowledge is required to read and interpret technical information, compose documents, facilitate discussions and analyze complex situations. Specific knowledge-based competencies include a working understanding of enterprise technology operations and current practices in one or more of these areas: network administration; systems administration; data center and cloud platforms; telecommunications and intercom systems; cybersecurity, backup and disaster recovery; physical security technology; or low-voltage cabling and fiber infrastructure. Knowledge of IT service management, lifecycle planning, project management, vendor and contract management, budgeting and organizational leadership is also required.
Ability is required to lead complex work across multiple teams; organize projects; analyze varied data; adapt to changing technical and operational conditions; and make sound decisions. Specific ability-based competencies include: thinking strategically while managing daily priorities; building effective relationships; translating technical information for non-technical audiences; maintaining confidentiality; analyzing risk; delegating effectively; coaching and motivating others; leading through change; managing financial, material and human resources; and developing, monitoring and evaluating goals and initiatives.
Responsibility:
Responsibilities include: working independently under broad organizational policies to achieve organizational objectives; directing other persons within a department, large work unit, and/or across several small work units; supervising the use of funds. Utilization of significant resources from other work units is routinely required to perform the job's functions. There is a continual opportunity to impact the organization's services.
Working Environment:
The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling, some climbing and balancing, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally the job requires 60% sitting, 20% walking, and 20% standing. The job is performed in a generally hazard free environment.
Experience:
Progressively responsible technical experience in an enterprise technology environment and demonstrated experience leading and developing teams are required. Experience in network, systems or technology infrastructure services, direct employee supervision and experience across multiple technical areas are preferred.
