This position will supervise employees on development and overseeing quality assurance reviews for Operations Center construction and maintenance projects.

Your Specific Responsibilities:

Supervises employees spending much of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Has the authority to effectively recommend the hiring, transferring, suspension, layoff, recalls, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.

Implements a system of conducting and tracking Operations Center- level Quality Assurance Reviews (QARs) on all active Operations Center construction and maintenance projects and ensures all Operations Center projects meet the Department goals tracked on the Unit Business Plan. Supervises staff by communicating regularly, motivating, training, evaluating, and planning and directing employees’ work. Responsibilities include coordinating between Construction and Maintenance units, ensuring all activities follow contract documents, and ensuring all work meets Maintenance Rating Program (MRP) standards. Required to conduct field reviews and Quality Assurance (QA) inspections on project sites.

Ensures evaluation of contractor performance during warranty period, coordinates with District Construction Office (DCO) to determine compliance with specified warranty requirements, and reviews unsatisfactory work performance with General Counsel’s Office. Evaluates contractor proposals for remediation of defective work/materials and determines feasibility of proposals. Coordinates with DCO and contractors to ensure remediation is accomplished in allowable timeframes.

Attends design scoping, phase review, utility coordination, and other meetings, as required. Ensures comments concerning biddability, constructability, and maintenance of traffic are submitted in the Electronic Review Comment (ERC) System at all phases of design. Ensures resolution of construction issues with the Engineer of Record and the Design Project Manager and escalates unresolved issues as needed. Contributes input to the design unit to resolve and avoid future design issues that may adversely impact construction.

Ensures implementation of a system that will reduce time and money impacts caused by utility conflicts. Coordinates with DCO and District Utilities Office (DUO) to resolve utility-related construction issues. Oversee coordination efforts between the contractor, utility owners and their representatives, DCO, DUO, and other third parties. Attend utility pre-construction meetings and utility hand-off meetings as necessary. Reviews utility reimbursement/no reimbursement documents and recommendations for approval.

• Supervising others including coaching, performance reviews and conducting disciplinary actions

• A valid Class “E” driver’s license is required. This incumbent of this position is required to work with or around Department of Corrections inmates.
