Human Resources PartnerPay Rate Min to Mid Range: $48,564.00 - $58,278.00Time Type: Full timeSummary: Under direction and independently motivated, the position is a strategic partner to offices and departments in achieving continuous quality improvement of the human capital and the efforts of Bexar County. A subject matter expert in human resources conducting business with discretion, especially talent acquisition and development, the position achieves synergy, leveraging various resources to achieve organizational goals.Duties and Responsibilities:Serves as subject matter expert in all areas of human resources applying best practice principles in employment law, compliance, workforce planning, succession, talent acquisition, engagement, Americans with Disabilities Act, total rewards; leave, compensation and benefits Aligns County mission, vision, values, and goals to overall strategies and objectives; translates Office/Department strategies to drive key business results; provides guidance on talent management, workforce strategies, organizational design and rewardsMaintains knowledge of multiple areas across the organization and its operations; uses knowledge of business and public sector insights, metrics, expertise, and decision principles to effectively diagnose topics with a wide range of complexityDevelops, facilitates, and implements all phases of the recruitment processIdentifies and implements efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organizationCollaborates with department managers to identify and draft detailed and accurate job descriptions and hiring criteriaAssists constituents in navigating job posting and advertisementsScreens applications and selects qualified candidatesAttends and participates in college/high school job fairs and recruiting sessionsConducts and facilitates required and recommended testing, training and guidance sessionsPerforms other related duties as assignedMinimum Qualifications:Graduation from an accredited college or university with an Associate Degree in Human Resources, or a closely related field and 3 years' experience with human resources.Preferred Bachelor degree in human resources or related field with certification(s) in SHRM/SPHR/PHR/IPMA-HR/CEBS/CCPMust have a Human Resources certification in SHRM/SPHR/PHR/IPMA-HR/CEBS/CCP or successful completion of certification credentials within six (6) months from hire.Must have public sector experience, minimum of 6 monthsStrong foundation and knowledge of principles & practice of HR including talent acquisition, employment law and compliance requirementsStrong technological intuitiveness, leadership and interpersonal skillsKnowledge of full lifecycle recruiting components to include sourcing; qualifying; networking; assessing; selling and wage/salary trendsExcellent interpersonal skills and effective verbal and written communication skillsProven ability to effectively advise employees and management through complex and difficult issuesAbility to thrive in an ambiguous and rapidly changing environmentAbility to set high personal goals and work independentlyAbility to organize, multi-task and prioritize tasksProven acuity in office applications, internet and database systemsMust have valid Texas driver's license, motor vehicle liability insurance and personal injury insurance; or have a self-reliant source of transportation to conduct business on a daily basisMust secure and maintain a favorable background investigation and clearanceMust clear a pre-employment physical and a pre-employment drug screen testMay be required to work a non-traditional schedule including late evening hours and weekend workWorking Environment and Physical Demands:Regularly works in indoor conditionsFlexibility to achieve performance excellence in a telework arrangementFrequently moves items weighing up to 10-15 poundsOccasionally moves objects weighing up to 15-30 poundsOccasionally moves about the officeFrequently communicates with others; must be able to exchange accurate informationConstantly operates a computer and other office productivity machineryPositions self to perform essential functions Must be able to remain in a stationary positionIndividual Office/Department Conditions:Tasks and special requirements unique to an individual office or department may be addressed through a separate list of detailed specifications prepared by that office/department and subject to approval by Human Resources and the Civil Service Commission.Office/department specifications may not be more complex nor at a higher level of responsibility than any of those contained in this position description.Bexar County offers employees a competitive salary, retirement, and benefits.
