DATCP currently has an opening for a Environmental Specialist - Senior position within the Division of Agricultural Resource Management, Bureau of Land and Water Resources. This is a field-based position and may be assigned a fleet vehicle for work-related travel. The selected applicants can select a headquarter in a one of the following counties: Ashland, Bayfield, Douglas, Florence, Forest, Iron, Oneida, Price, Sawyer, Vilas, Washburn Qualifying candidates are not required to live in a county headquarter location. However, reimbursement for commuting to or from the employee’s assigned headquarters is not provided (e.g., mileage, meals, parking, lodging, etc.). Routine travel within an assigned territory and throughout the state for assigned work and emergency response is required. Position Summary This position will serve as an environmental specialist, senior level, in the northern Wisconsin area working under the supervision of the Field Services Unit Leader within the Conservation Engineering Section. This position will provide technical assistance to County Land Conservation Department (LCD) staff, other conservation professionals, and landowners in support of federal, state and county programs including Soil and Water Resource Management (SWRM) grants, county land and water resource management plans and manure storage ordinances, and other Land and Water Resource Bureau (LWRB) programs and projects such as Livestock Facility Siting. This position will provide support, training, and oversight to LCD staff within an assigned multi-county area for the survey, design, installation, and approval of conservation practices for soil and water conservation and animal waste management. This position will be working under the technical direction of an engineer, and in coordination with staff from the USDA Natural Resources Conservation Service (NRCS). The classification of this position is Environmental Specialist - Senior , which is in schedule-range 14-14 with a starting pay between $28.00-38.58 per hour (salary of $58,240 - $80,246.40 annually) based on qualifications. This position is not represented by a collective bargaining unit. A 12-month probationary period is required. Pay for current state employees will be set in accordance with the State Compensation Plan at the time of hire. The Department has numerous on-the-job training (OJT) opportunities and transferable skills, unique to each Bureau and position. These OJT opportunities and transferable skills include direct experience and practice through collaboration with co-workers/supervisor, peer mentoring, and job-specific training modules. This position will have the opportunity to obtain DATCP Conservation Engineering Practitioner Certification levels. A criminal background check will be performed on the selected applicant prior to an offer of employment. Possession of a valid driver's license or the ability to provide one’s own transportation for work purposes, is required. A valid driver’s license and the eligibility to drive a State of Wisconsin Fleet Vehicle is required. In order to be authorized to drive a State vehicle the candidate must meet the requirements of the State of Wisconsin Fleet Vehicle Policy, which are: Must have a valid driver’s license; Must have a minimum of two years of licensed driving experience; Must be 18 years of age. Additionally, your driving record must NOT reflect any of the following conditions: Three or more moving violations and/or at-fault accidents in the past two years; Operating While Intoxicated (OWI)/Driving Under the Influence (DUI) citation within the past 12 months; Suspension or revocation of driver’s license. Travel is required for approximately 50% of this position’s duties with occasional overnight stay. Ability to obtain and maintain DATCP Conservation Engineering Practitioner Certification (ATCP 50.46). The practices and level of certification rating shall be based on the needs within the multi-county area served, and must include a certification rating of II or higher in at least 5 practices in the first 24 months of employment. Ability to walk over uneven and/or muddy terrain, stand for long periods of time, bend, stoop, and climb ladders at construction/project sites is required. In addition to work performed in an office setting, this position also performs work outdoors at construction/project sites. Project sites may include: farmsteads, farm fields, lakes, streams, woods, wetlands, etc. Qualifications Minimally qualified candidates will have each of the following: Experience in preparing or reviewing engineering designs and construction plans. Experience in completing or analyzing site investigations or gathering data to assist with planning projects or identifying resource concerns. Experience with construction inspection of engineering projects to ensure quality of work. In addition to the minimum qualifications above, highly qualified candidates will have one or more of the following: Natural Resources Conservation Services (NRCS) Engineering Job Approval or DATCP Conservation Engineering Practitioner Certification. Experience with conservation or environmental engineering practices. Experience working with technical standards such as those developed by USDA NRCS or Department of Natural Resources.
