GENERAL DESCRIPTION:
The Law Clerk will perform complex (journey-level) research and analysis work involving examining, preparing, and evaluating legal documents and providing assistance to OPUC attorneys in administrative law proceedings, including contested case proceedings, rulemaking proceedings, and appeals of regulatory agency decisions before the Public Utility Commission of Texas (PUCT), State Office of Administrative Hearings (SOAH) and state courts. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.ESSENTIAL JOB DUTIES
Conducts legal research, including researching developments in civil law and researching points of law involved in administrative hearings to determine the validity and completeness of cases cited. Prepares and edits legal documents and ensures their timely filing. Reviews and analyzes legal documents, records, and motions. Participates in case conferences. Assists OPUC attorneys in preparing cases for litigation and preparing for hearings. Assists OPUC attorneys in representing residential and small commercial consumers interests before the PUCT, SOAH and state courts. Assists OPUC attorneys in providing legal advice, counsel, and assistance in regulatory proceedings. Performs related work as assigned.REQUIRED MINIMUM QUALIFICATIONS
Knowledge of legal principles, practices, and proceedings; and agency laws, regulations, and rules. Ability to prepare legal documents; to interpret and apply laws, rules and regulations; to conduct research; to summarize findings; and to communicate effectively. Enrolled in an accredited law school or graduated from an accredited law school with a Bachelor of Laws (LLB) or a Juris Doctor (JD) degree. Recent graduates awaiting results from the Texas Bar Exam are encouraged to apply. Upon passing Texas Bar results, candidate may be promoted to an Attorney I position.MILITARY OCCUPATION CODES

The position may require additional work hours including evenings, weekends, and/or holidays to meet critical deadlines. More than one position may be filled under this posting. As satisfactory driving record may be required for driving as state or personal vehicle to conduct agency business. Employees may have their driving record evaluated.
