AES is driven by its mission to connect Texans to services and supports by helping individuals and families in need of food, medical care, cash assistance and other social services. Role Summary The Policy Analyst performs complex policy research, analysis and policy development related to eligibility for the following programs administered by HHSC and AES: Medicaid for the Elderly and People with Disabilities (MEPD), Texas Works Medicaid for Families, Pregnant Women and Children, the Children’s Health Insurance Program (CHIP), the Supplemental Nutrition Assistance Program (SNAP), and Temporary Assistance for Needy Families (TANF). Job Responsibilities Conduct complex policy research on federal and state policies and best practices; complete legislative bill analysis; review, interpret, and analyze federal and state statutes, rules and regulations, guidance and procedures; identify options and make recommendations for senior and executive leadership decisions; prepare high‑quality briefing materials and policy documents; effectively communicate policy and research orally and in writing; and lead projects to implement policy and system changes. This position is statewide with telework capability. The selected candidate must have personal home internet service and will be required to report to the office at least three days per week if living in or within 50 miles of Austin or if outside Austin upon request. The candidate is also expected to travel to Austin for required in‑person meetings. Multiple candidates may be selected. The respective policy portfolio will be determined during the interview and selection process. Essential Job Functions Conduct complex research and analysis of federal and state laws, legislation, rules, regulations, and guidance related to HHSC and AES programs; research national best practices; prepare policy documents (analysis, briefing, memoranda, presentations, talking points, rules, state plan amendments, waiver applications); represent Program Policy and AES in projects; lead project implementation and coordinate workgroups and meetings; respond to policy inquiries from leadership, stakeholders, legislative staff and media; provide policy guidance and technical assistance; collaborate with team members; communicate issues to leadership; maintain regular work schedule; perform other duties as assigned. Knowledge, Skills, and Abilities Knowledge of Texas Works Medicaid, MEPD, CHIP, SNAP, TANF and related state and federal programs; knowledge of legislative and policy development processes; strong research, interpretation, and analysis skills; ability to identify policy options and impacts; skill in synthesizing information into clear documents; strong verbal and written communication; problem‑solving and independent decision‑making; proficiency in evaluating issues and finding solutions; ability to manage multiple projects; ability to collaborate with stakeholders; ability to prioritize time and meet deadlines; ability to develop concise policy documents; ability to represent AES as a policy subject matter expert. Registration or Licensure Requirements N/A Initial Screening Criteria Graduation from an accredited four‑year college or university with a bachelor's degree in a relevant field (public policy, social work, public health) is preferred. Work experience may substitute for education on a year‑for‑year basis. Applicants will be screened for experience with Texas Works and MEPD Medicaid, CHIP, SNAP, TANF programs and eligibility policy; experience with state and federal policy development; research and analysis experience; and ability to synthesize complex information.
