Director Of Human ResourcesThe North Central District Health Department is currently accepting applications for a full-time Director of Human Resources to serve on its Executive Leadership Team based at the District Office in Shelbyville, KY. This person in this role is responsible for leading all human resource functions, policies and strategic initiatives for the District's four-county workforce.General Duties: Directs the full scope of Human Resource operations for the agency, including recruitment, employee relations, benefits administration, compliance, training and development, and workforce planning. Identifies opportunities to streamline HR processes, implement best practices and increase overall efficiency across the department. Effectively communicates sensitive information to staff and leadership with a high level of discretion and confidentiality. Fosters a culture of open communication and transparency within the HR department. Utilizes advanced recruitment platforms and strategies, in partnership with hiring managers, to attract, assess and hire top talent. Manages all personnel actions and information flows within HRIS systems, preferably Workday, to streamline data management and reporting. Mentors and develops staff, fostering a high-performance culture and provides guidance on complex HR issues in support of professional growth. Serves as the agency insurance coordinator responsible for benefits administration and new hire orientation and onboarding. Oversees high-level personnel issues, ensuring compliance with state policies and federal standards. Develops, revises, and enforces HR policies and procedures for consistency, efficiency and effectiveness. Develops and implements HR strategies aligned with the agency's overall objectives, including comprehensive training and development programs, professional growth opportunities, career path /succession planning and the workforce development plan for accreditation. Regularly updates and communicates HR policies and procedures. Develops and implements initiatives to enhance employee engagement and satisfaction, including regular surveys and assessments to gauge employee morale and inform data-driven recommendations.Minimum Education, Training or Experience: A Bachelor's Degree, from an accredited college or university in Human Resources Management, Organizational Development/Leadership, Business Administration, Public Administration, Public Health, Labor Relations or other related field with at least seven (7) years of progressive Human Resource experience.Substitution Clause for Required Education: High School Diploma/GED and at least ten (10) years of progressive Human Resource experience which provides the required knowledge, skills and abilities will substitute for the required education.Special Requirements: Experience with Workday HRMS preferred. SHRM or HRCI certification required or must be attained within the first six (6) months of employment.Starting Salary Range: $30.52 - $37.95 per hour ($59,514.00 - $74,002.50 annually)An Equal Opportunity Employer M/F/D
