The Idaho Transportation Department is hiring a Civil Rights Contract Compliance Officer to join our team. This position could be located at any of the district offices.

This position conducts EEO compliance with contractors and oversees civil rights supportive services programs. This position will also conduct compliance reviews with public agencies in Idaho as well as any State of Idaho agency receiving federal transportation dollars. We are seeking an individual that will be able to build strong relationships with public agencies and train/mentor their staff to ensure they achieve and maintain compliance with Title VI and VII of the Civil Rights act of 1964. The successful applicant must be a civil rights subject matter expert, skilled in training other professionals, and manages many professional relationships across the state. NOTE: This position will travel approximately 30% of the time and a driver's record check and background check are required.

EXAMPLE OF DUTIES

• Research, compiles, and prepares Contract Compliance and DBE (Disadvantaged Business Enterprise) plans

• Coordinates and participates in Title VI, EEO/AA compliance reviews in each district

• Recommends corrective action as needed

• Ensure sanction procedures are initiated if required

• Assists administering the supportive services contract to provide technical services to DBE firms for participation in highway construction projects

• Participates as a member of the DBE certification committee

• Conducts DBE on-site reviews to verify certification eligibility and assess compliance with applicable laws and regulations

• Establishes and maintains contacts with minority and women groups, contractors, and state and local jurisdictions

• Provides technical assistance to management regarding Title VI, EEO, DBE, and On-the-Job Training program laws and regulations

• Develops and conducts training programs for district staff involved in highway construction contract administration

MINIMUM QUALIFICATIONS:

Good knowledge of:

• • Federal and state laws related to civil rights and affirmative action

• Some knowledge of:

• Highway construction and contract administration

• Federal laws and regulations related to Contract Compliance, Disadvantaged Business Enterprise and On-the-Job Training programs and On-the-Job Training programs

Experience:

• • Reviewing highway-related programs and evaluating records for compliance with federal and state regulations and policies gathering and analyzing statistical data and developing written reports based on this information

• Making oral presentations before groups.
