Proposal Estimating Specialist (Onsite)

Overview Position: Proposal Estimating Specialist. Location: US‑CT‑EAST HARTFORD‑IWDPCS ~ 400 Main St. Role Type: Onsite. Security Clearance: None/Not Required. Citizenship: U.S. citizenship required. What You Will Do Lead the development of estimates by working closely with SMEs to understand proposal strategy, analyze contractual references, develop FAR‑compliant estimation language, and validate estimates. Coordinate responses to customer requests for information (RFIs) and other fact‑finding requests. Support proposal negotiation activities as required. Evaluate, develop, and implement solutions for a timely proposal submittal. Represent the Estimation organization in proposal reviews and with the program customer. Manage BOEs through certification and the TINA sweep process. Collaborate with peers and stakeholders, including the Proposal Manager, through effective communication. Create and update estimation procedures and standard work. Identify improvement opportunities and act as a change agent for the business acquisition process. Consistently deliver quality products and meet deadlines in a schedule‑driven environment. Qualifications You Must Have Bachelor's degree with 5+ years of experience in logistics support or program/project/proposal execution, or an advanced degree with 3+ years of relevant experience. Proficiency in Microsoft Excel required. U.S. citizenship required. Qualifications We Prefer Knowledge of military customers, systems/project engineering concepts, government proposals, SAP, ProPricer, and Lean methodologies. Degree in engineering, logistics, finance, or business management. Project management and collaboration skills with the ability to lead by influencing without direct authority. Organized, detail‑oriented, with strong critical thinking and analytical skills. Excellent written and oral communication skills. Strong interpersonal skills and ability to work well in teams. Demonstrated self‑initiative and accountability. Enthusiasm and drive to continuously learn new things. Ability to handle multiple shifting priorities while meeting deadlines. Benefits Salary range: 86,800 USD – 165,200 USD.
