Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Seattle Field Office, Port of Spokane Airport, located in Spokane, Washington. This announcement will be open for five business days OR until the first 50 applications have been received, whichever happens first. Responsibilities Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise to manage one or more national programs in order to help to detect and prevent terrorists and instruments of terror from entering/exiting the U.S. Apply for this exciting opportunity to direct programs that strengthen the Department's ability to perform homeland security. This position starts at a salary of $109,956.00 (GS-13, Step 1) to$142,944.00 (GS-13, Step 10). In this first-line supervisory position you will become a key member of a team of Homeland Security professionals detecting and preventing terrorists and instruments of terror from entering the U.S. Typical work assignments include: Leading and managing a large staff at a port of entry to accomplish the full scope of the OFO mission. Directing the work activities in the areas of prearrival risk assessments, primary inspections, secondary inspections (including dispositions for enforcement and compliance), investigations, and intelligence collection and analysis in both the inbound and outbound operational environments. Managing a large bargaining unit workforce through proper application of the national collective bargaining agreement and regularly interacting with union representatives to prevent and resolve issues. Developing and maintaining relationships with cooperating government agencies, port authorities, foreign entities, and other stakeholders to coordinate efforts, share information, and providing guidance on laws and regulations enforced by CBP. Interpreting the laws and regulations of a broad range of Federal, state, and local agencies, relating to the admissibility of people, cargo, conveyances; international mail compliance; and the arrival and departure of vessels and aircraft. An applicant whose background includes any of the following will be ineligible for consideration: 1) convicted of a crime punishable by imprisonment exceeding one year; 2) has any outstanding warrants or is a fugitive from justice; 3) unlawful user of or addicted to any controlled substance; 4) adjudicated as a mental defective or has been committed to a mental institution; 5) illegally or unlawfully in the United States; 6) renounced U. S. citizenship; 7) subject to a court-ordered restraining (protection) order from harassing, stalking, or threatening an intimate partner (spouse, former spouse, parent of applicant's child, individual who cohabitates or has cohabitated with the applicant), or child; or 8) convicted under Federal, State, or Tribal Court of a misdemeanor crime of domestic violence against an intimate partner or child. Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Conducting prearrival targeting and intelligence vetting and gathering and analyzing information from all available sources. Performing primary inspections of cargo, conveyances, and travelers and secondary inspections of referrals from primary. Developing, planning, and performing tactical operations in cargo and passenger environments. Employing a variety of investigative techniques and preparing accurate reports regarding inspections, gathered intelligence, and incidents. Interacting with internal and external contacts and mentoring lower level CBP officers and officers new to the port, environment, or work unit. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Secondary CBPO Special Retirement Coverage: This is a secondary position subject to mandatory retirement under the special retirement provisions for Customs and Border Protection Officers (5 CFR 842.1003; 5 USC 8425(b), 5 USC 8335(b); and 5 USC 8412(d). Employees in secondary positions must meet the following conditions in order to be eligible for special retirement provisions: moved directly from a primary position to a secondary position without a break in service; complete 3 years of service in a primary position; and, if applicable, have been continuously employed in a secondary position or positions since moving from a rigorous position without a break in service exceeding 3 days. Probationary Period: Current and former federal employees may be required to serve or complete a probationary period. Physical Fitness Test: You will be required to successfully pass the Pre-employment Fitness Test. Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions: Working for the U.S. Government as a federal civilian or as a member of the military A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government Participation in a study abroad program sponsored by a U.S. affiliated college or university Working as a contractor, intern, consultant or volunteer supporting the U.S. government Education Please see the Qualifications and Required Documents sections for more information if education is applicable to this position. Additional Information Security Clearance: The incumbent must obtain and maintain a Top Secret national security clearance. Fully Funded Relocation: Relocation expenses will be paid in accordance with the Federal Travel Regulation limits and agency policy. Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment. Leadership Training: All newly appointed first-time CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 3 weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed. All first-line appointed supervisors, who have never completed a supervisory probationary period are required to successfully complete the Essential Supervisory Skills (ESS) course during their supervisory probationary period. Failure to successfully complete the ESS course within the supervisory probationary period will result in the employee being removed from the position. Rotation of Assignments/Duty Locations: You may be required to rotate assignments and duty locations. Uniform: This position requires you to wear an officially-approved uniform while in a duty status. Physical and Environmental Conditions: The work environment includes offices, aircraft operation areas, airline passenger and cargo areas, and marine docks. Periods of outdoor work may be required in snow, rain, or extreme heat. Occasional periods of outdoor work may be required in remote areas with no modern comfort facilities. The work may involve the use of toxic chemicals, pesticides and fumigants. Protective clothing may be required such as hard hats, gloves, goggles, hearing protection, and respirators. Training: This position has a training requirement. Selectee(s) are required to attend and successfully complete 101-days of paid training at the CBP Field Operations Academy (FOA) in Glynco, GA. Prior to arriving at the FOA, selectee's must complete approximately 7-10 days of pre-academy training. Upon successful completion of FOA training, selectee's must complete an additional 14-17 weeks of post-academy training the selectee(s) assigned duty station. You may be required to successfully complete the training requirement as a condition of employment. Failure to successfully complete the required course(s) of training in accordance with CBP standards and policies will result in placement into either a former or different position, demotion, or separation as determined by management and appropriate procedures. Data Systems: You will be required to maintain access to all data systems necessary for duty execution. Shift work: You may be required to perform work on a shift and rotational basis. Overtime: You must be readily available to work overtime on a scheduled or unscheduled basis in excess of the 40-hour work week.
