Code Enforcement Officer I/II

City of Antioch is currently accepting applications for Code Enforcement Officer I/II within the Community & Economic Development Department. Summary Description Under supervision (Code Enforcement Officer I) or general supervision (Code Enforcement Officer II), performs a variety of investigations as well as field and office tasks to secure compliance with and understanding of planning, zoning, business license, housing laws, and other applicable municipal codes. Duties include responding to citizen complaints, conducting site inspections, documenting violations, issuing notices and citations, maintaining detailed records and reports, and coordinating with other municipal departments and agencies. The Code Enforcement Officer I/II also provides information and guidance to property owners, tenants, and business operators regarding applicable regulations and corrective actions needed to achieve compliance. Performs related work as required. Distinguishing Characteristics Code Enforcement I – Entry level class involving significant public interaction, discretion, sound judgment, and communication skills. A basic familiarity with local laws, codes, and regulations is required. Positions are usually supervised and follow established procedures. Advancement to II level is based on demonstrated proficiency and required licenses or certifications. Code Enforcement II – Journey level class performing the full range of duties with greater independence, wider responsibilities, and higher technical expertise. Decisions on procedures are made with limited supervision. Advancement to II level requires management judgment and/ or appropriate licenses/certifications. Duties Inspect land, structures, vehicles, and stored materials for compliance with applicable planning, zoning and other codes and laws. Respond to complaints regarding municipal and other code violations, law or statute where enforcement authority is defined; issue citations to property owners; work with property owners to bring property into compliance. Schedule and perform mandatory inspections of all rental properties within the City. Compile notes and photographs on assigned cases. Research property ownership; advise property owners of code violations. Prepare inspection and abatement warrants for approval. Plan and carry out systematic field visits of businesses, garage sales, vendors, and peddlers to assure compliance with business license and permit regulations. Investigate code, license and fee violations and issue appropriate warnings and citations; issue stop work orders for illegal construction. Provide public information on compliance with municipal rules and regulations. Assist in preparing cases for prosecution. Maintain accurate records of field and office work. Prepare oral and written reports and work cooperatively with all public officials charged with the enforcement of laws. Effectively communicate with members of the public. Prepare and testify in front of Boards, Commissions and Courts. Perform related duties as required. Knowledge and Ability Knowledge of: Methods and techniques of code enforcement. Applications of City municipal codes and regulations. Field inspection, investigation, and evidence preservation techniques. Record‑keeping principles and procedures. Research and report preparation principles and practices. Administrative and legal proceeding procedures. Various business enterprises and their operations. Public contact methods associated with compliance, collections, and investigative work. Office procedures, equipment, and applicable software such as word processing, spreadsheets, and databases. Pertinent federal, state and local laws, codes, and regulations. Ability to: Conduct field investigations and determine if codes have been violated. Learn ordinances, policies, procedures, forms, practices, and significant aspects of related businesses. Advise property owners, contractors, and other responsible parties of code violations and changes needed to conform with standards. Effectively collect and evaluate financial records and other data. Work a flexible schedule, including some weekend hours. Respond to requests, inquiries, and complaints from the general public. Research, interpret, and apply federal, state, and local laws and ordinances. Develop lesson plans, teaching materials, and goals for community education. Maintain accurate and detailed logs and records of work performed. Prepare clear and concise reports. Work independently in the absence of supervision. Understand and follow oral and written instructions. Communicate clearly and concisely in writing and orally. Establish and maintain effective working relationships with those contacted in the course of work. Education and Experience Guidelines Code Enforcement I Education/Training: Equivalent to the completion of the twelfth grade. Additional specialized training in law enforcement, code enforcement, conflict resolution, planning, or a related field desirable. Experience: Two years of increasingly responsible public contact experience, preferably in zoning enforcement, law enforcement, or a closely related field. Investigative or compliance experience desirable. License or Certificate: Possession of an appropriate, valid driver's license. Code Enforcement II Education/Training: Equivalent to the completion of the twelfth grade. Additional specialized training in law enforcement, code enforcement, conflict resolution, planning, or a related field desirable. Experience: Two years of increasingly responsible public contact experience, preferably in zoning enforcement, law enforcement, or a closely related field comparable to a Code Enforcement I with the City of Antioch. Employees must demonstrate proficiency and satisfactory performance across a range of skills and tasks and be recommended by the Division Manager in order to flex to the Code Enforcement Officer II classification. Possession of an appropriate, valid driver's license. Possession of a valid Certified Code Enforcement Officer (CCEO) designation issued by the California Association of Code Enforcement Officers (CACEO), to be maintained throughout employment. Possession of a P.C. 832 certificate is desirable. Physical Demands and Working Environment Environment: Work is performed primarily in a field setting with travel from site to site and exposure to an outdoor field environment and all types of weather and temperature conditions; may work irregular hours; exposure to potentially hostile individuals and environments, noise, dust, grease, smoke, fumes, and gases; work at heights or in confined spaces; work and/or walk on various types of surfaces including slippery or uneven surfaces and rough terrain. Physical: Primary functions require sufficient physical ability and mobility to work in an office setting and in a field environment; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; walk on uneven terrain, loose soil, and sloped surfaces; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to travel to other locations; to operate equipment and vehicles; and to verbally communicate to exchange information.
