This position will support the agency by strengthening small business participation and ensuring statewide compliance with federal requirements. Through research, outreach, certification support, and Title VI program oversight, this role advances access to transportation opportunities, improves program accountability, and enhances the effectiveness of FDOT's engagement with communities and stakeholders.

Your Specific Responsibilities:

Duties and Responsibilities


Researches and publishes information related to the Small Business Certification (SBC) Program, including program goals, reports, policies, and procedures to evaluate the effectiveness of outreach and engagement strategies. Prepares status updates, success stories, and trend analyses to support data-driven decision-making and continuous program improvement. Promotes the SBC Program through speaking engagements, presentations, newsletters, publications, and other media channels. Assists with the various special projects that advance small business growth and participation.


Oversee the Department's Title VI Program and Related Statutes in accordance with federal requirements. Provides required nondiscrimination assurances, monitors Title VI activities statewide, and coordinates with District Title VI Coordinators and Program Area Officers to ensure consistent implementation. Prepares and submits the annual Title VI Implementation Plan and Accomplishment Report to FHWA. Develops informational materials, including alternate language formats, and investigates complaints involving sub-recipients to ensure compliance with Title VI obligations.


Plans and conducts Title VI and Related Statutes Quality Assurance Reviews (QARs) of Department programs and sub-recipients to access compliance with federal nondiscrimination requirements. Collaborates with internal offices including Planning, Design, Right of Way, Construction, Maintenance, Public Transportation, and Research to review program activities and ensure alignment with Title VI regulations and federal guidance.


The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

Knowledge, skills and abilities, including utilization of equipment, required for the position:

Knowledge of small business and vendor engagement programs, including outreach strategies and compliance requirements; Skilled in building effective working relationships and resolving issues with internal and external stakeholders; Skilled in public speaking and delivering presentations to varied audiences; Skilled in using Microsoft Office software (Word, Excel, Outlook, PowerPoint) for communication, data analysis, and reporting; Ability to communicate clearly and professionally, both orally and in writing; Ability to review and interpret data for accuracy, completeness, and relevance; Ability to plan, organize, and coordinate work assignments independently; Ability to identify and implement necessary tasks or process improvements with minimal supervision; Ability to interact with customers and stakeholders in a tactful, courteous, and service-oriented manner; Ability to travel as required to support program activities and stakeholder engagement.

Minimum Qualifications:

Four years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work. Post-secondary education in a field listed above can substitute on a year-for-year basis for the required experience
