DEFINITION

Under general supervision, subject to exercise of individual judgment and initiative, to perform law enforcement and crime prevention work; to control traffic flow and enforce state and local traffic regulations; and to do related work as required.

DISTINGUISHING CHARACTERISTICS

An incumbent in this position performs a variety of law enforcement activities during an assigned shift, which may include crime response, patrol, investigation, traffic enforcement, crime prevention and public safety, case presentation and variable shifts. They wear uniforms, carry weapons, drive patrol cars or ride motorcycles and must comply with departmental grooming standards. In addition, they work under potentially adverse and hazardous conditions and are on call.

EXAMPLES OF DUTIES

Patrols an assigned area in radio car, on motorcycle, or on foot; answers calls for protection of life and private property, and the enforcement of city, county and state laws; conducts preliminary or full investigations depending on assignment, of prowlers, burglaries, thefts, holdups, accidents, deaths and other disturbances; directs traffic, including regulation of vehicle flow at emergency or congested situations; stops drivers who are operating vehicles in violation of laws; warns drivers against unlawful practices; collects and presents evidence with criminal prosecutions; serves warrants and subpoenas; prepares reports of arrests made, investigations conducted, and unusual incidents observed; gives information and directions to the public. Assists in maintaining police records and types records and reports; operates headquarters radio telephone equipment to dispatch officers on patrol; as ordered, acts as lead officer in the field on a shift. Performs basic investigation, consulting and crime prevention work in assisting to control juvenile delinquency; performs such other basic police work as attending fire scenes to assist in the protection of life and property, parade and crowd controlling duties, and engaging in problem-solving skills and tactics.

MINIMUM QUALIFICATIONS

To qualify for competition in this entry-level examination, you must: Be 21 years of age. Possess a United States high school diploma, or G.E.D. with qualifying scores, or have passed the California High School Proficiency Examination, or attained a two-year or four-year degree from a college or university accredited by the Western Association of Colleges and Universities. Have satisfactorily completed a P.O.S.T. approved academy. Possess a valid Class C California Driver's License by date of appointment. Possess a personal history which is compatible with the effective performance of sworn police duties. Have the physical strength, stamina and agility adequate to perform all duties of a Police Officer. Hear well enough to comprehend radio transmissions and long-range conversations. Have adequate written and oral communication skills to give instructions and explanations, conduct information-gathering interviews and write reports. Be able to deal with a variety of people and situations, exercising judgment, tact and self-restraint. Have adequate reading skills to understand and interpret orders, bulletins, laws, codes and court decisions. Be willing to work irregular hours and days and at various locations in the City. Be able to interact positively and cooperate with co-workers, respond politely to customers, and work as a team member. Be able to function under demanding time pressure. Benefits Police Officer's Association July 1, 2022 through June 30, 2025 INCENTIVE PAY : Eligible employees receive educational incentive pay as follows: Intermediate Certificate: 4% of base salary Advanced Certificate : 7% of base salary 7 % Maximum Incentive CRISIS INTERVENTION TRAINING (CIT) EDUCATIONAL INCENTIVE PAY: Effective the September 17, 2022 employees in represented classifications who have completed the basic CIT course will receive a premium in the amount of one percent (1%) of base pay. Effective the first full pay period of July 2023, employees in represented classifications who have completed the basic CIT course will receive a premium in the amount of one percent (1%) of base pay (total of 2%). Effective the first full pay period of July 2024, employees in represented classifications who have completed a CIT Intermediate course will receive a premium in the amount of two percent (2%) of base pay (total of 4% [2% Basic + 2% Intermediate]). BILINGUAL PAY : $100.00/month SENIOR OFFICER COMPENSATION : Sworn police officers having completed 20 years of service with the City receive Senior Officer Pay of $100/month. UNIFORM ALLOWANCE : $1000.00 annually. Effective January 1, 2023, the uniform allowance equal to $1,000 per year is paid in equal installments of $38.47 per pay-period.

HEALTH & WELFARE

A. Section 125 Options - Available to all eligible full-time regular employees. No Coverage/Waiving Coverage for employees hired on or after January 1, 2020: $500 per month shall be added to employee wages. This amount is not compensation for retirement purposes as defined by the California Public Employees’ Retirement System. An employee who waives coverage must provide proof of acceptable coverage in compliance with the law. No Coverage/Waiving Coverage for employees hired before January 1, 2020: Cash in lieu is frozen at $830 per month and shall be added to employee wages. This amount is not compensation for retirement purposes as defined by the California Public Employees’ Retirement System. An employee who waives coverage must provide proof of acceptable coverage in compliance with the law. In the event that an employee in this group purchases health insurance from the City’s Cafeteria Plan Allowance on or after January 1, 2020, and thereafter elects to waive health coverage in the future, the cash in lieu benefit will be reduced to $500 per month. Employee Only: 100% Kaiser Bay Area medical premium. This amount is inclusive of the City’s direct health contributions in Section A1 above. In the event that the Kaiser rate increases 15% or more in any year, the parties shall split the cost of the rate increase above 15% for the plan year. Employee +1: 95% Kaiser Bay Area medical premium. In the event that the Kaiser rate increases 15% or more in any year, the parties shall split the cost of the rate increase above 15% for the plan year. Employee and 2+: 95% Kaiser Bay Area medical premium. In the event that the Kaiser rate increases 15% or more in any year, the parties shall split the cost of the rate increase above 15% for the plan year. The employee shall pay the difference on health benefits through payroll deduction. Cash back is eliminated for all bargaining unit employees hired on or after January 1, 2020. Mandated City-sponsored Dental/Orthodontia - Effective 01/01/2025, employee pays full monthly premium: $105.75. Maximum Annual Dental Benefit: $1,000. Maximum Lifetime Orthodontia Benefit: $1,500. POA-sponsored Long Term Disability - Employee pays the full monthly premium of $32.00 from monthly lump sum amount provided by the City to the employee for payment to the Police Officer's Association. Optional Medical (PERS Basic Health Plans) coverage is offered and enrollment is optional. Basic $2,000 Group Term Life $0.235 per $1000 - Employee may purchase group term life. Additional Term Life Insurance - Available in $10,000 increments between $1K and $750K not to exceed 5 times Annual Earnings for member. Rates vary depending on age of the employee. Voluntary Vision – Superior Vision offers coverage for exams and frames & lenses or contact lenses. Monthly premium varies from $8.14 for an Employee Only plan to $28.40 for an Employee + Family plan. Any unused monies from the monthly lump sum are applied to wages. Vision Reimbursement Program Employees and their dependents are eligible for a maximum reimbursement of $200.00 per year for frames or lenses.
