The program is supported by approximately 30 staff and more than 200 volunteers annually. This position provides overall leadership for the House of Charity, including the Emergency Shelter, Inclement Weather Shelter, Medical Respite, and Resident Client programs. Responsibilities include oversight of program operations, facilities, food services, administration, financial management, community partnerships, staffing, and implementation of agency policies and procedures. Serve as the primary contact for after-hours operational emergencies and ensure appropriate leadership response at all times.\n \n Job Duties/Responsibilities\n To perform this job successfully, an individual must be able to satisfactorily perform each of the essential duties/responsibilities listed below. Reasonable accommodation may be provided to enable individuals with disabilities to perform the essential duties/responsibilities of this job. \n \n Provide strategic and operational leadership for the House of Charity, ensuring the effective delivery of shelter and supportive services through oversight of staff, operations, and resources. Identify operational, safety, financial, and compliance risks and implement corrective actions to reduce organizational liability and improve service delivery. Serve in an on-call leadership capacity to provide after hours operational support and emergency response, ensuring continuous 24/7 program operations.\n \n Staffing: \n \n Oversee the provision of training, supervision, and support necessary for paid staff and volunteers to perform their responsibilities in a competent, professional, and policy-compliant manner. This includes:\n \n Assessing staffing needs to support safe and effective program operations and maintaining staffing patterns that align with program, funder, licensing, and regulatory requirements.\n Monitoring completion of onboarding requirements, annual training, performance evaluations, payroll and timecard submissions, and coordinating job-specific training opportunities.\n Provide leadership, supervision, coaching, and accountability for managers, supervisors, and other assigned staff.\n Completing or overseeing completion of introductory and annual performance evaluations in accordance with agency timelines and performance management practices.\n Develop leadership capacity within the program through coaching, mentoring, and professional development.\n \n Maintain and model professional boundaries and conduct consistent with agency policies, Code of Conduct, and organizational values. Communicate with staff, clients, volunteers, community partners, and stakeholders in a respectful, direct, and professional manner.\n \n Provide coaching, supervision, and corrective action, as appropriate, to support staff compliance with agency expectations, policies, professional boundaries, and standards of conduct.\n \n Support staff in serving clients with significant trauma histories, substance use disorders, and complex physical and behavioral health needs using a trauma-informed approach. Ensure staff have access to appropriate resources, crisis intervention strategies, and guidance when serious incidents occur, including participant death, debriefing, grief support, communication, and connection to available supports.\n \n Provide training that equips staff to respond effectively to trauma, substance use, behavioral health challenges, crisis situations, and grief or loss using a trauma-informed approach.\n Support staff wellbeing by recognizing and addressing the effects of vicarious trauma, grief, loss, and cumulative exposure to crisis work.\n Support staff morale during foundational program activities, operational changes, and other periods of transition.\n \n \n \n Operations: \n \n Administer and coordinate programs that address social drivers of health, housing stability, health care access, and workforce development needs of clients served.\n \n Regularly evaluate program operations to ensure services remain responsive to client, community, and stakeholder needs.\n Analyze HOC program performance data, patron outcomes, incident reports, personnel performance, and contract performance to identify improvement opportunities and support strategic decision making.\n Incorporate CCEW Mission Integrity, Core Values, and evidence-informed practices into program development, implementation, and evaluation.\n \n Develop, implement, and maintain operational systems, policies, and procedures that promote program stability, service continuity, regulatory compliance, and quality outcomes.\n \n Regularly review operational processes and implement improvements as needed to enhance efficiency, effectiveness, and compliance.\n Identify operational challenges and develop appropriate strategies and solutions to address emerging program needs.\n \n Oversee facility operations, maintenance plans, and physical plant functions to support a safe, clean, and well-maintained environment that complies with applicable health, safety, licensing, and regulatory requirements.\n \n Ensure required fire drills are conducted, documented, and reviewed in accordance with applicable regulations and agency policy.\n \n Oversee emergency preparedness activities and safety drills as appropriate.\n \n \n Provide director-level oversight of kitchen and food service operations to ensure safe, compliant, and effective services.\n \n Ensure appropriate management structures are in place to support daily kitchen operations and service needs.\n Provide oversight of health code and food safety compliance, sanitation expectations, inventory practices, operational standards, and food quality expectations.\n Develop and maintain relationships with food donors and community partners who provide food or related resources.\n \n Oversee development, implementation, and maintenance of emergency preparedness plans, infectious disease control protocols, disaster response procedures, and other holistic emergency management practices appropriate to the program setting.\n \n Monitor inventory and availability of required personal protective equipment (PPE), cleaning supplies, and respiratory protection resources in accordance with agency and regulatory requirements.\n Implement outbreak prevention and response protocols to support safe and uninterrupted program operations.\n \n \n \n Financial Management and Performance: \n \n Develop annual operating budgets based on projected revenue, funding requirements, organizational priorities, and program needs.\n Manage approved budgets and monitor expenditures to promote fiscal responsibility and alignment with funding requirements.\n Review budget variances and provide timely explanations and corrective action plans when necessary.\n Oversee timely processing and submission of invoices, expenses, and other fiscal documents in accordance with agency procedures, accounting standards, and established deadlines.\n As assigned, identify, pursue, and support opportunities for public and private funding sources to promote program sustainability and growth.\n \n Collaborate with the grants team in drafting, reviewing, and refining grant proposals and supporting materials.\n Develop budget proposals and provide final budget review for grant applications and funding submissions.\n \n Oversee implementation and administration of awarded grants and contracts, ensuring compliance with funding requirements, performance expectations, reporting obligations, and expenditure guidelines.\n \n Monitor expenditures and revenue sources regularly to ensure alignment with approved budgets and funding requirements.\n \n Collaborate with agency leadership, staff, and community partners to evaluate program effectiveness and establish outcome measures, performance indicators, and long-term goals.\n Prepare and submit required statistical, financial, narrative, and compliance reports to agency leadership, governmental entities, accrediting bodies, and funding sources.\n Monitor key performance indicators and develop corrective action plans when operational, compliance, financial, or programmatic goals are not met.\n Identify and pursue fee-for-service revenue opportunities and ensure systems are in place to support accurate documentation, billing, and reimbursement for all eligible services. Monitor billing practices to ensure compliance with payer requirements and maximize program revenue.\n \n \n Community Engagement: \n \n Represent the agency and program within the community, in the Diocese, and act as an advocate for needs of individuals served.\n \n Participate in community presentations, public speaking engagements, and stakeholder meetings as appropriate.\n Attend major events and assist in fundraising and other activities throughout the year. Participate in agency events, fundraising activities, and community engagement efforts as requested.\n \n Identify and integrate appropriate volunteer opportunities that support program goals and operations.\n \n Ensure volunteers are appropriately screened, oriented, supervised, supported and evaluated in accordance with Catholic Charities policies and procedures.\n \n \n \n Leadership and Compliance: \n \n Provides overall leadership and direction for day-to-day program operations. Exercises independent judgment and decision-making authority within established organizational policies, approved budgets, and strategic direction. Responsible for staffing, scheduling, resource allocation, operational priorities service delivery, emergency response, vendor relationships, and community partnerships.\n Partner with Human Resources on employee relations matters, investigations, corrective action, leave administration, workplace accommodations, recruitment, and policy implementation.\n Uses appropriate administrative, fiscal, physical, and technical safeguards to ensure the confidentiality, integrity, and security of CCEW client protected health information (PHI), per regulations outlined in the Health Insurance Portability and Accountability Act of 1996 (HIPAA).\n Will regularly utilize all forms of communication (email, text, phone, etc.) and database practices necessary for this position and as directed by supervisor.\n As a mandated reporter, follow all procedures outlined in agency policies and procedures to report to the proper agency when there is suspicion and/or confirmation that a child or vulnerable adult has been a victim of abuse or neglect.\n Adhere to the tenets of Catholic Social Teaching.\n Performs as a team member to ensure that productivity outcome measures are achieved.\n Perform related functions as necessary to support the mission of Catholic Charities—aligning with all agency policies, procedures and employee handbook mandates.\n \n \n Job Qualifications\n To perform this job successfully, an individual must meet the minimum qualifications listed below. These qualifications are representative of the knowledge, skill, and/or ability required to perform this job. \n \n Education/Experience: to perform this job successfully, an individual must have:\n \n Bachelor’s degree in human services or a related field or equivalent combination of education and relevant professional experience.\n Demonstrated leadership, management, and administrative skills.\n Experience managing budgets with diverse funding streams.\n Five years of progressively responsible leadership experience, including at least three years supervising managers or professional staff.\n Extensive experience supporting clients experiencing behavioral health challenges.\n Proficient in Microsoft Word, Excel, PowerPoint and Teams.\n Experience billing Medicaid and overseeing fee-for-service programs preferred.\n Experience with HMIS and other data management software preferred.\n Demonstrated knowledge of human service resources in the community.\n Demonstrated commitment to voluntarism.\n An equivalent combination of education, professional experience, and direct agency experience may be considered in lieu of formal degree requirements.\n \n \n Certificates/Licenses: To perform this job successfully, an individual must have a valid Driver’s License and ability to drive for work use.
