Sets deadlines and monitors status to ensure timely and accurate completion of assignments. Provides recommendations on personnel actions for administrative staff to the ADC. Coordinates with Enterprise and agency programs in the development of administrative and HR policies, guidelines, and procedures. Advises IDPD management and staff on administrative and human resources policies and procedures. Serves as the subject matter expert for administrative and HR policy exception requests including, but not limited to, reviewing, editing, analyzing, and tracking position classification issues, staffing requests, and new employee salary requests for all areas of the Division. Identifies training needs and implements processes to ensure IDPD staff meet agency training requirements. Serves as division liaison with support areas such as HR, and other areas with an administrative impact on Division staff or programs. Oversees, coordinates, and participates in a wide variety of routine and special projects and assignments affecting areas across the Division. Identifies areas needing change or improvement, make recommendations, and implements changes. Prepares reports, documents, and correspondences. Works under limited direction with extensive latitude for the use of initiative and independent judgment. Essential Job Functions (EJFs): Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

• 30%) HR Liaison: Serves as the Division point-of-contact and subject matter expert for the Associate Deputy Commissioner (ADC), Division Office, HIV/STD Section, Immunization Section, and TB Section on administrative and human resources (HR) policies and procedures. Identifies issues and ensures agency compliance with HR policy, position classification, staffing, and new employee salary issues. Recommends criteria for internal policies to address compliance issues. Develops working relationships and provides oversight activities associated with support areas such as Executive and Staff Operations, HR, Operations Management, offices reporting to the Commissioner, and other programs and offices having an administrative impact on Division programs and staff. Performs thorough review and analysis of HR, position classification, salary and position requests, and task profile issues. Develops Division HR and administrative policies and procedures for salary requests and assists the ADC in the development of IDPD criteria for review and determination of salary requests.
• 25%) Administrative Lead: Serves as Administrative Lead in the Division Office. Oversees and provides direction and resources necessary for day-to-day administrative operations, projects, and activities in the Division. Sets administrative team goals by meeting with the administrative staff on a regular basis. Tracks assignments and ensures timely and accurate completion of assignments. Oversees planning and development of Division meetings and trainings. Oversees and directs administrative activities related to Executive Commissioner and Commissioner Memos. Facilitates and oversees administrative activities such as travel approval, open records, file maintenance, conference room reservations, information dissemination, and ensuring availability of staff resources.
• 25%) Project Management: Assists and leads division projects related to priority initiatives, HR, workflows, and process improvements. Tracks status and complies reports for the ADC. Responsible for assignment tracking and developing policies for the IDP Division and related sections.
• 10%) Other Duties: Ensures staff needs are met and processes are appropriately responded to when staff members make requests. Collaborates with the Division Office to ensure staff members have needed supplies and resources to efficiently perform duties. Coordinates with Executive and Staff Operations regarding issues with custodial services, parking, work environment, equipment, security, etc. Completes other duties as assigned.
• 10%) Emergency response: May be required to work other than normal business hours in a direct response to public health emergencies. Actively participate and serve in a supporting role to meet the agency’s obligations for disaster response and recovery or Continuity of Operations (COOP) activation. Position is responsible for the division COOP processes, IDPD State Medical Operations Center (SMOC) liaison, and coordination of training for IDP staff. Such participation may require an alternate shift pattern assignment and/or location.

Knowledge, Skills, and Abilities (KSAs): Knowledge of DSHS administrative and human resources processes. Knowledge of administrative and human resources policy planning, development, implementation, and evaluation. Knowledge of the legislative and appropriations processes. Skill in managing projects, prioritization, and program evaluations. Skill in coordinating activities, in the use of computers, and in critical thinking. Skill in using the Internet, SharePoint, Visio, Microsoft Forms, Excel, PowerPoint, and Word. Skill in preparing/editing high level written reports and correspondence. Skill in reviewing legislation. Registrations, Licensure Requirements or Certifications: N/A Initial Screening Criteria: Graduation from an accredited four-year college or university with major coursework in human resources, business administration, public administration, or a related field, is preferred. Experience and education may be substituted for one another. Experience with senior level administrative support or office management in a state or federal agency, is required. Experience in human resources, project management, and organizational development, is preferred.
