Job Description and Duties

Under the direction of the Information Technology Manager (ITM) II, the ITM I is responsible for ensuring  CHP maintains statewide equipment, operation, and services necessary to support the Department's 24  communications, dispatch, and traffic management centers. The ITM I is responsible for policies and  procedures for communications which provides direction that is critical to the Department's primary mission  of providing safety, service, and security to the motoring public of California. The ITM I will need to  identify, manage, and prioritize multiple projects, trainings, tasks, and information technology resources  working closely with executives, managers, supervisors, and staff. The ITM I will oversee procurement  and administrative functions as well as provide training, mentoring, and direction to staff for the  Communications Centers Support Group (CCSG) within Communications Infrastructure & Support Section

(CISS). Travel is required.

Working Conditions

Monday through Friday, 0800 - 1700 hours; weekends, holidays, and after hours may be required. Some  travel may be required.

The Statement of Qualifications (SOQ) serves as documentation of each applicant's ability to present information clearly and concisely in writing. The SOQ must be typed, no more than three pages in length, single spaces, and 10-point font.

1. Describe your experience managing or overseeing mission-critical or highly sensitive technology systems that support public safety or emergency operations. Include how you addressed politically sensitive situations, coordinated with executive leadership, and ensured continuity of operations while balancing competing statewide priorities.

2. Describe a large-scale, high-visibility IT project or portfolio you managed that required extensive collaboration with internal and external stakeholders—including executive leadership, end users, oversight bodies, vendors, and partner agencies—within a politically sensitive or emotionally charged environment. Explain how you applied project management principles, navigated technology risks and constraints, ensured alignment with enterprise architecture or statewide initiatives, and used effective communication strategies to manage tensions, overcome obstacles, and achieve successful outcomes.

3. Discuss your experience leading a team through significant change involving new technology, standards, or operational procedures. Explain how you managed competing priorities, maintained service levels, and prepared staff for transition.

4. Give an example of a significant operational or technical problem impacting a critical system. Describe your analytical process, how you evaluated alternatives, the innovative solutions you implemented, and how you ensured long-term reliability and user satisfaction.

• Experience supervising a team of technical IT professionals.

• Ability to work independently, multi-task, make sound decisions, and handle complex changes.
