Duties

Specific duties include:

• Provides counsel, advice, and instruction to employees on both work and administrative matters. Hears and resolves minor complaints to higher level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases. Interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority. Carries out Equal Employment Opportunity policies and program activities.
• Leads or participates in the conduct of comprehensive program studies related to VA benefits and services; and makes recommendations after consultation from direct supervisor for program changes based on study results. Provides advice and assistance relative to the input for the design of the modernized automated information systems; implementation of which will enhance VBA's claims and benefits services provided to veterans, their dependents and their survivors.
• Coordinates goals, priorities, staff resources, productivity, quality and general activities with higher-level management. Ensures application of appropriate problem-solving methods and techniques. Provides guidance on work methods, practices and procedures. Assesses resource and workload issues and promptly identifies issues requiring outside intervention.
• Performs significant internal and external coordination of CS initiatives concurrently and sequentially; develops comprehensive recommendations for products to be initiated, curtailed or reschedules; and evaluates management proposals concerned with changes to existing organizational structures to assure that the optimum mix of operating costs are viable, and the proposed program structure is consistent with the Compensation Service and VBA strategic business system vision.
• Performs program management and analysis tasks and keeps assigned activities on track at all phases. Develops effective and efficient internal management controls and administrative processes to effectuate the resolution of problematic issues. Ensures that project objectives and timelines are being met by monitoring progress against a formal plan; establishes project milestones and target dates, or intermediated dates on projects when completion dates are mandated by higher authority.
• Works with subordinate staff to provide advice to and complete.
• Performs other duties as assigned

Work Schedule : Full time, Monday through Friday 08:00am - 4:30pm.

Telework : Available. This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized for this position.
