Position Title: Parent Engagement District Facilitator

Supervises: Parent Outreach Assistants
Position Goal: Provides District-level coordination of parent and family engagement in RSD schools; supports RSD schools in developing comprehensive and goal oriented programs on school, family, and community partnerships; and coordinates activities with Parent Outreach Assistants in the District.
Qualifications:
1. Bachelor's Degree from accredited college or university in Education or Health and Human Services related field with minimum of five (5) years of experience. . Supervisory experience and experience working in urban school settings preferred.
2. Hold and maintain a valid Pennsylvania driver's license.
3. Demonstrated ability to communicate effectively in English and Spanish, both orally and in writing, using proper grammar and vocabulary.
4. Demonstrated multicultural competency and sensitivity to factors impacting students and families from diverse backgrounds.
5. Experience and expertise in office technologies, such as Microsoft Word, Excel, and PowerPoint, Google Suite and the ability to learn new technology quickly.
6. Working knowledge of federal and state regulations/requirements pertaining to parent engagement in schools.
7. Ability to develop and deliver high quality presentations, trainings, and workshops for a wide variety of constituents.
8. Working knowledge and familiarity with community resources available to families served by the District.
9. Strong interpersonal skills evidencing the ability to effectively interact and work with a wide range of constituents, including, but not limited to, students, staff, administrators, parents, and the community, evidencing high quality customer service, tact, patience, and courtesy under often stressful circumstances.
10. Ability to work independently, utilize good judgment, interpret regulations and procedures, and problem solve issues involving several concrete variables in standardized situations through gathering, assembling, analyzing, and evaluating facts and other evidence.
11. Superior quality, quantity, and accuracy in work product.
12. Ability to maintain confidentiality and proven ability to utilize discretion regarding matters involving students and families.
ESSENTIAL FUNCTIONS: The essential functions of this position include, but are not limited to, the following fundamental duties:
1. Assist in the dissemination and implementation of federal and state regulations as well as District policies on parent engagement.
2. Supervise Parent Outreach Assistants in accordance with contractual obligations and District policies and procedures.
3. Support building administrators in establishing and implementing effective parent/community programs.
4. Provide technical assistance to parents in developing the skills needed to establish and function effectively in a working relationship between home, school, and community.
5. Participate and become involved in Title I and other pertinent educational conferences on the local, state, and national level.
6. Serve as a parent resource person to all professional personnel.
7. Coordinate and participate in District-wide parental engagement activities.
8. Serve as a parent liaison for parental engagement in community organizations and public agencies.
9. Assist school staff with implementing federal program policies and procedures.
10. Assist schools in developing parent resource centers and implementing Parent-Teacher Organizations.
11. Coordinate and provide trainings for parents/staff on federal/state regulations, ideas for parent and family engagement, and other topics which impact families served by the District .
12. Work with various District level departments to coordinate a schedule of parent engagement activities and prepare a calendar for distribution on a monthly basis.
13. Prepare a District-wide annual report on types of engagement activities indicating number of parents participating in each activity.
14. Serve as a resource for parents to help in the understanding and coordination of various legal, school-related, and/or other mandated meetings.
15. Answer questions and interpret and/or translate appropriately for both internal and external parties such as staff, parents, students, and/or public agencies for the purpose of providing information and/or routing inquiries.
16. Serve as a role model for students and staff in demonstrating positive attitudes, appropriate attire and grooming, and an effective work ethic.
17. Attend and participate in events as required during out of school hours, including but not limited to, rapid notifications, and evening conferences.
18. Actively participate in and successfully complete required trainings, in-service programs, workshops, and meetings.
19. Adhere to all federal, state, and local laws, as well as District policies, procedures, and contractual obligations in areas of responsibility.
20. Perform other related duties, as assigned, for the purpose of ensuring the efficient and effective functioning of the District and of providing support to parents and the administrative team.
LANGUAGE SKILLS: Native-like proficiency in both oral and written English and Spanish essential.
