Client Manager/Parole Officer (CM/PO) - Youth Services Counselor II

About the Unit The unit exists to provide a continuum of services for detained youth and youth who are committed to the Department of Human Services, Division of Youth Services. It represents the Division with local juvenile justice partnerships, committees, statutory boards, and governmental and private entities, providing oversight and fiscal support for detention services, case management, and juvenile parole services across 11 counties and 5 judicial districts. Purpose of the Position Develop and monitor an individualized continuum of care for delinquent youth ages 10 to 21 who are sentenced to the Department of Human Services from commitment to discharge. The Client Manager/Parole Officer provides overarching case management and facilitates a multidisciplinary team (MDT) for each assigned youth. Duties Assessment and Initial Case Planning – Meet with youth, family, and MDT members; review released information; assess safety and service needs; facilitate MDT staffing; collect documentation; initiate placement; draft the Youth Development Plan; introduce trauma-responsive safety plans. Case Management – Develop and manage Youth Development Plans; finalize placement decisions; identify and broker services; create timelines; conduct case conferences; monitor plans with monthly reviews, MDT meetings, and family consultations; adjust plans as needed; provide reinforcements and sanctions; complete six‑month administrative reviews and use trauma-informed tools. Record Keeping, Case Documentation, and Data Entry – Update computerized client records; complete required documentation for LOS extensions, reclassifications, risk assessments, and contact notes; maintain official DYS files; complete monthly review forms; close case files and submit discharge paperwork. Professional Communication, Community Relations & Collaboration – Compile, copy, and distribute required documents; present cases and make recommendations to the CRB, Parole Board, and courts; negotiate services, court dispositions, and placements; manage confidentiality and electronic communication; attend community meetings and explain policies. Crisis Management & Field Safety – Mediate issues with courts, agencies, law enforcement, families, and service providers; execute emergency placements; provide notifications; guide MDT decisions; utilize safety devices; maintain awareness of FAST training and parole policies. Parole Supervision – Prepare release/parole plans; schedule hearings; present case matters; manage contract parole services; maintain contact with family, law enforcement, and community agencies; monitor violations and documentation. Other Duties as Assigned – Complete required training hours; utilize DYS-sanctioned strategies such as Motivational Interviewing, Trauma-Informed Practice, and the Sanctuary Model. Experience Six (6) years of relevant experience in an occupation related to the work assigned to this position, OR a combination of related education and experience equal to six (6) years. Preferred Qualifications Strong understanding of Colorado's Juvenile Justice System, CDHS policies and procedures, and statewide human services agencies and regulations. Collaborative work experience with diverse populations and organizations. Experience with trauma-informed practices. Demonstrated ability to establish collaborative relationships with internal and external customers, including community providers, courts, review boards, and parole boards. Strong communication skills. Previous case management experience. Conditions of Employment Full background check, including CBI name check, fingerprint check, ICON Colorado court database, Medicare fraud database, reference checks, license verification, drug screen, PREA, Trails check, and CAPS. Current, valid, and unrestricted Colorado driver’s license. Minimum 21 years of age, no felony convictions or history of domestic violence. On‑call status as needed for crisis management. Local travel required; out-of‑state travel may be required with approval. Continued employment contingent upon completion of the DYS Pre‑service Training Academy, Field Training Program, and mandatory annual training. Motor Vehicle Record check required for state fleet or non‑state fleet vehicle use.
