Program Specialist IIThe Department of General Services, Fleet Management Services provides a comprehensive fleet management program that responsibly meets the needs of our county customers. We strategically plan, maintain, acquire, and dispose of county fleet vehicles and equipment, providing the highest level of cost effective and efficient fleet operations, ensuring transparency and accountability through a dedicated, highly trained, and certified fleet staff.The Department of General Services, Fleet Management Services is seeking a Program Specialist II for the Training/Quality Assurance Team at the Division of Fleet Management Services.This position provides administrative and program support to the Division of Fleet Management Services Training and Quality Assurance programs. The employee assists with the day-to-day administration of training and quality assurance activities for a division of more than 200 employees operating 24/7 across four maintenance facilities, six depots, and eleven fueling sites. The position works closely with the Program Manager, supervisors, employees, training providers, and other County departments to help coordinate and maintain training and quality assurance programs. The work is complex and requires expertise in multiple areas, including technical and mechanical specifications, environmental regulations, safety requirements, employee and supervisor training and quality assurance program management. The employee must be able to organize information, maintain accurate records, communicate with various departments and locations, and assist with program activities and special assignments.Employee will work on specific shifts to be assigned, based on a 24/7-hour operation, and may be required to travel to multiple locations to complete work assignments.Duties include, but are not limited to:Assists with the coordination and administration of employee training programs, including scheduling training, communicating with employees and supervisors, coordinating with training providers, and maintaining training records.Assists the Program Manager with training needs and planning by gathering information from supervisors and managers, researching available training, and helping coordinate appropriate training programs. Coordinates training provided by outside vendors, County departments, and subject matter experts. Assists with scheduling facilities, equipment, materials, employee attendance, and other training requirements.Assists with new employee orientation and onboarding activities, including scheduling required training, maintaining records, and monitoring completion of required orientation and safety requirements. Maintains and monitors probationary employee training and evaluation records and provides status updates to the Program Manager and supervisors.Assists with the Quality Assurance program, including scheduling inspections, maintaining inspection records, entering and organizing inspection results, and preparing reports and information for management review. Reviews Quality Assurance information and assists with identifying trends, recurring issues, and areas that may need additional attention or follow-up.Assists with reviewing technical information, service bulletins, recall information, safety information, and other Fleet-related materials and helps distribute applicable information to the appropriate personnel.Assists with the preparation, organization, and updating of Standard Operating Procedures (SOPs), training materials, forms, checklists, and other program documents.Maintains organized files and records related to training, Quality Assurance, certifications, employee development, and other program activities.Prepares spreadsheets, reports, correspondence, presentations, schedules, and other documents as requested by the Program Manager.Communicates with supervisors, employees, vendors, instructors, and other County personnel regarding training schedules, program requirements, records, and other administrative matters.Assists with special projects and program improvement activities as directed by the Program Manager.Performs other duties as assigned.Education: Graduation from an accredited college or university with a bachelor's degree.Experience: Two (2) years of professional experience in Fleet Management Operations.Licenses, Registrations, Certifications, or Special Requirements: Possession and maintenance at all times of a valid Class "A" or "B" (or equivalent) Commercial Driver's License (CDL) with Passenger and Air Brake Endorsement, issued by applicant's state of residence.Equivalency: An equivalent combination of education and experience may be substituted.The Office of Human Resources (OHR) reviews the minimum qualifications of all applicants, irrespective of whether the candidate has previously been found to have met the minimum requirements for the job or been temporarily promoted to the same position.
