Assistant Secretary for Human Resources Management
Summary This position is located within the Office of Human Resources and Administration in the Office of the Chief Human Capital Officer (OCHCO), Center for Enterprise Human Resources Information Services (CEHRIS), and reports directly to the Deputy to the Executive Director, CEHRIS. The incumbent will supervise a team responsible for the planning, implementation, and operations of human capital information systems. Responsibilities The incumbent understands the different phases of product delivery. Maintain a product or process through the delivery phases, into live and then into retirement. Understand how to lead a team through the different phases of the delivery product life cycle, maintain and iterate a product over time to continuously meet user needs and understand incident management and service support so that products are built effectively Resolves complex and emerging complex enterprise issues, advising senior leadership of potential and emerging problem areas, including formulation of recommendations for appropriate program responses. Works with Executive Director, CEHRIS, Deputy, CEHRIS, OIT partners and Policy partners to develop enterprise strategy, capabilities roadmap, and ensure technical roadmaps align to the same. Integrates complex product strategies across multiple products and capability areas to ensure Product Owners cooperatively provide capabilities that span federal Human Capital Business Reference Model (HCBRM). They will ensure the vision is communicated to Enterprise Product Owners and Stakeholders, validate it is correctly implemented and aligned with VA Priorities. Develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures, organizations, information and documentation systems, and similar functions of CEHRIS process and information management. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/08/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience; One year of specialized experience equivalent to at least GS-13. Providing technical expertise and guidance, and making determinations as to the feasibility of policies, plans and programs to the Product Owner regarding strategy, governance, and capability delivery for Human Capital Management (HCM) Modernization. A full year of work is considered to be 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
